| On the one hand,my country’s economy and society continue to develop and people’s living standards have improved.However,due to some uncertain diseases and disasters,households have excessive rigid expenditures and fall into absolute poverty.Such poverty is called expenditure-type poverty.On the other hand,my country’s provinces and cities have actively explored ways to aid expenditure-based poverty,and to a certain extent alleviated the difficulties of such groups.Some regions are still in the exploratory stage or have not yet established a way to aid expenditure-based poverty.A comprehensive,scientific and reasonable relief system for the expenditure-oriented poor groups.Gulin County has steadily implemented poverty alleviation policies and achieved fruitful results with the joint efforts of all parties.The number of poor people has decreased,the incidence of poverty has fallen,and the people’s lives have become increasingly prosperous.However,it does not rule out that the current social assistance in Gulin County is not perfect,and some groups with special difficulties are excluded from the threshold of social assistance,especially the assistance policy for expenditure-oriented poor families has not been fully implemented.Therefore,the study analyzes social assistance strategies from the perspective of "expenditure",and aims to propose more comprehensive assistance strategies for expenditure-oriented poor families.Use literature analysis methods to better understand and analyze the concepts and extensions of poverty,expenditure-based poverty,social assistance and poverty vulnerability,and use trickle-down theory,feasible capability theory,social equity theory and social exclusion theory as expenditure-oriented poverty in Gulin County And the theoretical basis of rescue,which embodies the combination of theory and practice.After analyzing the implementation of expenditure-based poverty relief in Gulin County,we elaborated on the problems of expenditure-based poverty relief in Gulin County,and further analyzed that the current expenditure-based poverty relief in Gulin County has limited coverage of relief policies and practices and methods of relief.There are problems with a single entity,insufficient funds for assistance,cumbersome assistance applications,difficulties in identifying the recipients of assistance,and the risk of returning to poverty among some poor households.In response to these problems,the reasons are insufficient understanding of the importance of expenditure-based poverty relief,inaccurate positioning of current expenditure-based poverty relief policies,insufficient identification system for expenditure-based poverty,unclear responsibilities of relief entities,and management of social relief funds The level is low.In addition,by absorbing the relevant domestic experience on expenditure-based poverty relief,it is concluded that Gulin County should establish a family income and expenditure information verification system,adopt a hierarchical and classified relief method,and encourage multiple subjects to participate in expenditure-based poverty relief.The conclusion.Since the relief of expenditure-based poverty in Gulin County has just started,there are still problems in the expenditure-based poverty relief policy.Therefore,based on the survey data on the implementation of expenditure-based poverty relief in Gulin County,the expenditure-based poverty and poverty relief in Gulin County A comprehensive analysis of the problems and causes of the relief is carried out,and finally,countermeasures and suggestions for the expenditure-based poverty relief in Gulin County are put forward. |
