Research On Government Supervision Problems And Countermeasures Of Express Delivery Industry In Jiangsu Province

In 2019,China’s express business volume exceeded 63 billion,ranking first in the world for six consecutive years,and a number of powerful and dynamic market players emerged.As a new industry,the express industry,with its rapid development,actively cooperates with related industries and serves the local economy,which plays an important role in supporting the development of the first and second industries.The healthy and rapid development of express industry is conducive to improving people’s livelihood,promoting production,increasing employment and expanding domestic demand.But at the same time,China’s express delivery industry still faces many problems,such as "barbaric sorting","delivery delay","first sign and then check","loss compensation difficult","leakage of customer information","acceptance and inspection system implementation is not in place" and other service quality problems,which affect the healthy development of the industry.These problems also reflect the problems and shortcomings in the supervision of the express delivery industry in our government.Therefore,strengthening the government supervision and improving the efficiency of supervision has become an urgent problem to be solved.This paper takes Jiangsu as a research object,conducts research from the perspective of government supervision,collects and analyzes relevant data and materials through field interviews,and introduces the development history and current situation of Jiangsu express industry,the status of government supervision of Jiangsu express industry.The results,based on the interviews and collected relevant information,put forward several aspects of the government supervision of Jiangsu express industry.Then,from the perspectives of legislation,supervision subject and supervision system,the paper systematically analyzes the causes of the problems.Finally,drawing on the successful supervision experience of foreign developed countries,combined with the government supervision theory and polycentric governance theory,feasible countermeasures and suggestions to Jiangsu provincial government supervision department from three aspects: establishing and improving the supervision legal system,playing the role of supervision subject and playing the role of social supervision,so as to enhance the regulatory effectiveness of the Jiangsu Municipal Government’s regulatory authorities and promote the healthy and sustainable development of the Jiangsu express delivery industry.
