Study On Government Supervision Of Express Industry In L City,Shandong Province

The express delivery industry is an emerging service industry with rapid development in recent years.It has a bearing on the national economy and people’s livelihood.While integrating with various fields to boost the development of the national economy,it also provides convenient services and jobs for the people.Since the reform and opening up,especially after China’s accession to the WTO in 2001,the market economic system has been gradually improved and the service sector has been increasingly opened up,further promoting the express delivery industry to enter a new stage of development.According to the statistical data of the "13th Five-Year Plan" period(2016 to 2020),the express industry in L City of Shandong Province has developed rapidly,with the volume of express business increasing from 37,065,600 to 19,4,462,300;The revenue of express delivery business increased from 318 million yuan to 1.286 billion yuan,with year-on-year growth of more than 30% each year.In this process,there are also some contradictions and problems.The rapid development of the express industry has led to the failure of government supervision to keep up in time,and a series of hidden dangers such as poor delivery environment channels,delivery safety and service quality have also increased correspondingly.Therefore,it is necessary to strengthen research and analysis,pay attention to and solve the various risks and challenges that the express industry may face in the process of high-quality development,and constantly improve the social governance ability and express service level in the new era.Based on the above goals and ideas,this paper makes comprehensive use of literature analysis,comparative analysis,questionnaire survey and interview survey,based on the existing relevant research results,market failure theory,collaborative governance theory and government regulation theory,to study the government regulation of the express industry in L City,Shandong Province.The research shows that there are some problems in the government supervision of express industry in L City,Shandong Province,such as poor effect of joint promotion by the regulatory departments,lagging introduction of supporting rules and regulations,and weak construction of regulatory forces.After analysis,the reasons for the above problems are mainly the lack of mature coordination mechanism of the departments,the lack of strong guidance of the government departments,and the imperfect organization system of the supervision departments.Based on the above research results,on the basis of learning from typical experiences at home and abroad,countermeasures and suggestions are put forward to strengthen the top-level design of the government,strengthen the integration of social resources,strengthen the supervision,assessment and evaluation.It is hoped that the research results of this paper will have guiding significance for the high-quality development of express industry in L City,Shandong Province,and provide certain reference for the development of express industry and government supervision in other similar regions.
