Research On Government Supervision Of Express Delivery Industry In Jinan

Express industry is not only a part of the modern service industry,but also a key link to enhance the level of industrial chain collaboration.It can effectively promote the coordinated development of industry,agriculture,manufacturing and other fields,play an active role in reducing circulation costs,promoting economic development,serving and ensuring people’s livelihood,and play a vital role in enhancing the city’s gathering radiation function and comprehensive competitiveness.Although the quantity and scale of China’s express delivery industry are in the leading position in the world,its quality and level are still in its infancy,and there are problems in access,delivery safety,service quality and complaint handling.The reason for these problems,on the one hand,is that the express industry,as a new service industry,has a short development time and a weak foundation,on the other hand,it also reflects the problem of inadequate government supervision and management in the process of rapid development of the express industry.In order to better promote the development of express industry,we need to do further research on the supervision of express industry,explore the institutional mechanism,policy guidance and supervision mode to adapt to the development of local express industry,so as to ensure the safety and smoothness of delivery channels,safeguard the legitimate rights and interests of express users,and promote the modernization of governance system and governance capacity of express industry.In this paper,based on the actual supervision of Jinan Postal Administration,the relevant data are collected and analyzed,through visiting Jinan express enterprises and postal supervision departments to collect information,and conducting field and telephone interviews with consumers,couriers,heads of express enterprises,express associations and staff of express authorities.First of all,the basic concepts and theoretical system of express industry and express industry government regulation are briefly described,and the development of Jinan express industry and the supervision status of Jinan postal management system are carefully combed and summarized.Then,by sorting out and summarizing the interview content and relevant data,the problems existing in the supervision of express delivery industry are explored in many ways,and the causes of the problems are analyzed and judged in depth.Finally,through the effective use of government regulation,public service and other public management theory,from the sound laws and regulations,improve the regulatory mechanism,rich regulatory methods and give full play to the power of multi-channel supervision,explore and put forward scientific and feasible,targeted countermeasures and suggestions to promote the quality and efficiency of government regulation of express industry to a new level.
