Research On The Problems And Countermeasures Of Public Security Administrative Law Enforcement In Yuzhong District, Chongqing Based On The Perspective Of Social Governance Efficiency

At present,the aggravation of social transformation in China leads to the increase of group conflicts and social problems.In the process of administrative law enforcement of public security organs,it is difficult to effectively solve the problems encountered in the development process by over relying on administrative means.The unsolved unstable factors will produce new social problems.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed to better transform China’s institutional advantages into the state How to solve social problems quickly and effectively is a severe test to the ability of public security administrative law enforcement.Yuzhong District is the earliest developing area of Chongqing.The social contradictions in all aspects of the old city are prominent.The public security organs should adapt to the development needs,take social security as the guide,take social construction as the platform,improve the efficiency of administrative law enforcement,and create a solid social security environment.The purpose of this paper is to explore how the public security organs of Yuzhong District should make positive adjustments to meet the requirements of social governance efficiency,put forward research countermeasures,improve the concept and working methods of administrative law enforcement,so as to improve the sense of security and satisfaction of the masses.The main contents are as follows:The first part mainly discusses the background and significance of the research on public security administrative law enforcement issues and Countermeasures under the guidance of the concept of social governance efficiency.By systematically summarizing and commenting on the social governance situation,modern governance mode,social governance efficiency and the research viewpoint of public security administrative law enforcement in the domestic and foreign literature,this paper explains how to improve the administrative law enforcement efficiency of public security organs by means of literature,comparison,investigation and analysis.The second part mainly explains the related concepts of social governance,co construction and sharing of governance pattern,governance efficiency,public security organ governance efficiency,public security administrative law enforcement,and combs the theoretical basis of public security administrative law enforcement research under the social governance efficiency.Through the theory of governance and the theory of social governance efficiency,this paper discusses the administrative law enforcement of public security organs,and provides a theoretical basis for further problems and countermeasures.The third part discusses the problems existing in the administrative law enforcement of the public security organs in Yuzhong District,mainly including the lag of the law enforcement concept,the lack of public opinion response,the poor linkage of law enforcement behavior,and the decline of the social credibility of the irregular law enforcement behavior.At the same time,combined with the practice,the paper discusses the causes of the administrative law enforcement problems of public security organs.Specifically,it includes: the law enforcement concept has not changed to governance,the external management of public security organs is not clear,the contradiction during the social transformation is intensified,the specialization of administrative law enforcement is gradually separated from the masses,and the law and supervision system is not perfect.The fourth part mainly discusses the Countermeasures of administrative law enforcement in order to improve the efficiency of social governance.Mainly through the solution of grass-roots law enforcement concept,the solution of grass-roots law enforcement public opinion response,the solution of grass-roots law enforcement linkage,and the solution of grass-roots law enforcement normative issues,through adhering to the guidance of the people,improving public opinion response,strengthening law enforcement linkage,and regulating administrative law enforcement measures,to improve the social governance efficiency of public security organs administrative law enforcement.This paper actively explores the problems existing in the public security administrative law enforcement work in Yuzhong District under the social governance efficiency,fully applies the theoretical knowledge of public management to practice,improves the linkage in the work,standardizes the administrative law enforcement,strengthens the public opinion response ability,improves the administrative law enforcement efficiency of the public security organ,and provides the public with a more efficient public at the same time We should serve the public security organs together,realize the social governance of the public security organs based on the people,legalized,socialized and modernized,and improve the sense of security and satisfaction of the masses.
