November 2013, the Third Plenary Session of the eighteen Central Committee of the CPC Central Committee on deepening reform of a number of major issues raised, we must effectively change the government functions, deepening administrative reform, innovative administrative management, and enhance the credibility of the government and the executive power, the establishment of the rule of law government and service-oriented government.At present, our country is in the "new normal" stage, the overall risk is more and more challenges. In this case, the promotion of urban construction and social justice has become an important means through public services, strengthening public service function has become the focus of government building, job change. In the category of public service, public service ability is the focus of public service evaluation system.This paper is divided into five chapters, the first part of the general will introduce the research background and objectives, and research ideas and methods. The second part mainly studies the petrochemical area public service capacity situation, the third part will through the questionnaire survey analysis, problem attribution analysis, research of Chongqing central Petrochemical area public service capacity problems, the fourth part studies the domestic and international similar regions, the fifth part focus on the analysis of lifting and countermeasures and suggestions to improve public service capacity in large petrochemical areas.Through the analysis of this paper, we will present the construction of public service capacity building in the core area of Chongqing, which is the key to the future of public service capacity and efficiency improvement.
