Research On The Countermeasures Of Optimizing The Government Service System In The Western District Of Panzhihua City

After 40 years of development,China has achieved remarkable results in reform and opening up,and its economic development has become the second largest in the world.However,in the process of rapid economic development,the reform is becoming more and more difficult.The previous administrative management methods and methods do not meet the needs of current economic development,and administrative management is in urgent need of reform to adapt to the development of market economy.The government needs to change the traditional management mode and realize the transformation from management government to service government,which needs to improve the efficiency,improve the quality of service,optimize the government service system and so on.Optimizing the government service system involves strengthening the system construction,relaxing the preconditions,strengthening the service carrier construction,optimizing the service business process,improving the service management ability,improving the service mechanism and other aspects.It requires the macro guidance of the central government,and more importantly,it requires the governments at all levels to attach great importance to and thoroughly implement the system.In the context of the new era,the Internet economy has quietly changed people's lives.The birth of alipay,WeChat,high-speed rail and Shared bicycle has even changed people's traditional ways of payment,communication and travel.Correspondingly,the increasing demand of the masses for government service also requires the change of government service mode.However,due to the limitations of their own development,the western outlying areas have inherent disadvantages in terms of providing government services to the society,including system construction,service concept,infrastructure construction and professional talent allocation.Therefore,from the perspective of optimizing the government service system,this paper takes the west district of panzhihua city as an example to study the problems existing in the optimization of the government service system at the grass-roots level,and puts forward relevant improvement measures,so as to provide reference opinions for the improvement of the public service ability of the grass-roots level government.This paper firstly defines the related concepts of optimizing the government service system,and discusses the basic content,implementation goal and significance of optimizing the government service system.The second part introduces the main measures and results taken in the process of optimizing the government service system in the west district of panzhihua city.Thirdly,it discusses the problems existing in the process of government service system in the west district of panzhihua city,such as difficulty in internal function sharing,difficulty in paperless service implementation,decentralized management,chaotic process,low efficiency of window service,etc.,and analyzes the causes of the existing problems.Fourth,the paper introduces the advanced practices in optimizing the government service system in hangzhou,shenzhen and chengdu,and draws the relevant experience enlightenment.Fifth,the paper puts forward countermeasures to optimize the government service system in the west district of panzhihua city from different dimensions: strengthening the connection with the top-level system,attaching great importance to Internet technology security and innovation,enhance government service awareness,re-positioning the government center,realizing standardization,attaching importance to window construction,establishing a multi-directional feedback mechanism,accumulating the government service culture,etc.
