Study On The Optimization Countermeasures Of Government Affairs Information Disclosure Service In District B

2007,China’s first national information disclosure regulation,the “Regulations on the Openness of Government Information of the People’s Republic of China”(hereinafter referred to as the “Regulations”)was reviewed and approved by the State Council and organized and implemented nationwide.For more than a decade,the government affairs of "opening as the norm,not being public as an exception" has been comprehensively promoted nationwide.The “five publicity” of decision-making disclosure,executive disclosure,management disclosure,service disclosure and results disclosure has been vigorously promoted.The coverage of the public content in the whole process of power operation and the entire process of government service has been basically realized.During this period,China’s democratic rule of law has continued to deepen,and the ruling of the country in accordance with the law has been continuously advanced.However,due to the political level and technical level of the county(city,district)level government,the status quo of government information disclosure work of most county(city,district)governments across the country is still not optimistic,and the work results are still not obvious.There is still a vague understanding of the meaning and requirements of the public for the disclosure of government affairs information.The breadth,depth and speed of government information disclosure still cannot meet the expectations of the public.Therefore,this paper is based on the county(city,district)government(take B district government as the research object),The in-depth interview method and questionnaire survey method were comprehensively used to investigate the supply side(administrative affairs disclosure staff in B district)and the demand side(public in B district)of government affairs information disclosure service.It concludes that the government information disclosure service of district B has made some achievements and been recognized by the public within the jurisdiction.However,there are still some problems such as low quality of initiative disclosure,poor construction of open channels and poor interaction between the government and the people.By means of qualitative analysis,quantitative analysis and comparative research method,and by referring to the advanced experience of other grass-roots governments in China,this paper designs a plan to optimize the government information disclosure service in B district from the following three aspects:First,standardize the public content to achieve comprehensive and meticulous;Second,standardize open channels to achieve convenience and efficiency;Third,standardize thepublic process to achieve smooth standards.At the same time,three countermeasures and Suggestions are put forward to ensure the effective implementation of the plan.Build a mechanism for sharing government information;We will improve the supervision and guarantee mechanism for government information disclosure services.Besides,it is expected to form a coordination and linkage mechanism of central,provincial,municipal and county(district)governments at all levels to provide decision-making reference for promoting the construction of service-oriented government.
