The Practice And Thinking Of Emergency Police Construction In Megacities

In the new round of institutional reform,the central government decided to set up the Ministry of Emergency Management,which shows that the country attaches great importance to the emergency management work.As one of the special and important subjects of the government,the public security organ shoulders an unusual mission in emergency response work.Strengthening the emergency policing construction has great significance to the improvement of emergency response capacity of public security organ,and will even have a far-reaching impact on China's emergency management.With the development of society,the level of urbanization in China has been continuously improved,and many cities have gradually stepped into the ranks of big cities and even megacities.Due to the high concentration of people,houses,cars,goods,roads and other elements in megacities,the impact of emergencies,especially unconventional emergencies,on megacities will undoubtedly be magnified or even catastrophic.How to ensure better city life and guarantee people's poetic dwelling are the major issues faced by the government management departments at present.Facing the new situation,the government departments,especially the public security organ should strengthen the team and mechanism construction.Efforts should be made to improve the level of modernization,specialization,intelligence and informatization of emergency response work.To resolve the contradiction between the growing demand of the people for public safety emergency products and the insufficient and unbalanced supply,so as to meet people's new needs and expectations.The Zuo Commentary said,“we should think of danger in peacetime,to think so can lead to preparation and preparation averts calamities”,that means to think more and explore more in daily life,so that when the crisis really comes,we will not be in chaos and will deal with it in an orderly way.This ancient crisis thinking of “preparing for a rainy day”is also applicable to urban emergency management,therefore,the author starts from the current situation of megacities in China and takes the practice of the emergency policing construction in Shanghai as an example.The necessity,present situation,existing problems and reasons of the emergency policing construction in megacities are emphatically considered.Finally,based on the 4R crisis management theory,the author explores the path of the construction of emergency policing in megacities.It is expected to provide some inspirations for the emergency management of Shanghai,and at the same time,to provide useful reference for the emergency policing construction of national and even global megacities.
