Research On The Practice And Problems Of Precision Poverty Alleviation By Local Governments In My Country

In November 2013,general secretary Xi Jinping first put forward the concept of"targeted poverty alleviation".In the following years,the CPC central committee and the state council issued a series of policies and documents to promote the work.The proposal of the concept of targeted poverty alleviation not only provides policy basis for the precision and refinement of poverty alleviation work,but also provides reference methods for improving the effect of poverty alleviation in China.From the perspective of historical development,poverty alleviation is a long-term and complicated task.It is necessary to study the basic status and existing problems,which can provide theoretical basis for specific practice.This paper starts with the relevant concepts and policies of targeted poverty alleviation,and uses the methods of literature research and case analysis to sort out the systematic poverty alleviation theories with high maturity at home and abroad,which provides theoretical basis and foundation for this study.Supported by relevant theories,this paper summarizes and reviews relevant policies,documents,major measures and achievements of China since the introduction of the concept of targeted poverty alleviation in 2013.While affirming the existing achievements,it objectively analyzes the existing problems of targeted poverty alleviation.This paper selects X city of Shaanxi Province as the research object,and collects the first-hand data and materials by means of data consulting,investigation and visit,questionnaire distribution,etc.Through the analysis,the following problems are concluded:insufficient integration of support forces,inaccurate industrial poverty alleviation,insufficient role played by grassroots party organizations and party members,insufficient support for the will and wisdom,etc.The paper also in-depth analyze of the causes of the problems,and finally put forward targeted improvement ideas and countermeasures.The article consists of six chapters.The first part is the introduction,focusing on the domestic and foreign research background,content and methods.The second part is the basic concept definition and relevant theoretical basis,focusing on poverty and targeted poverty alleviation,as well as the theoretical basis of targeted poverty alleviation.The third part is the current situation of targeted poverty alleviation in China,and describes in detail the effects and shortcomings of the targeted poverty alleviation policy in China.The fourth part is the current situation,practice,existing problems and causes of targeted poverty alleviation in X city of Shaanxi Province.It mainly analyzes four outstanding problems in targeted poverty alleviation in X city.The fifth part puts forward targeted countermeasures,suggesting improvement through increasing overall planning of resources of all parties,precise layout of poverty alleviation industry,strengthening the role of party building in leading poverty alleviation.and strengthening the pertinence of poverty alleviation and support work.The sixth part is the conclusion?which mainly elaborates the research thinking and the future prospect.The main feature of this paper is that on the basis of theoretical research,it pays more attention to understand the situation in practice,analyze problems.listen to the opinions and suggestions of the poor people,and put forward targeted countermeasures and suggestions in order to provide reference opinions for the fonnulation of targeted poverty alleviation policies and strategies in X city of Shaanxi Province and other regions.
