Research On Government Functions In The Practice Of Rural Revitalization In Northern Jiangsu

As socialism with Chinese characteristics has entered a new era,the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people’s 10 ever-growing needs for a better life.Among them,the most prominent imbalance is the imbalance between urban and rural development,and the biggest inadequacy is the inadequacy of rural development.Focus on Jiangsu province,As a developed eastern province,economic and social development has been in the forefront of the country,But the problem of unbalanced development between the north and the south still exists.Especially the rural areas of northern Jiangsu,as Long-term population outflow,Infrastructure construction lagging behind,lack of development potential,has become the biggest short board for Jiangsu to build a well-off society in an all-round way.The 19th national congress of the communist party of China put forward the Rural Revitalization Strategy,with explicit Requirements to Adhere to Priority Development of Agriculture and Rural Areas,and it also puts forward the general requirements of"thriving industry,livable ecology,civilized rural style,effective governance and prosperous life",pointing out the direction for rural development in northern Jiangsu。At this stage,northern Jiangsu local government as the Leader of Promoting Rural Revitalization,how to play a full role in the strategy of Rural Revitalization is a subject worthy of in-depth study.This paper is based on demand level theory,government function theory and service-oriented government theory and takes the practice of Rural Revitalization in Suyu District of North Jiangsu as an example,by means of literature analysis,case study and participant observation.Through summing up the experience and practice of Suyu District Government in five aspects:improving human settlements environment,adjusting industrial structure,shaping civilized local customs,strengthening grassroots governance,and improving people’s livelihood and well-being,this paper finds out the problems existing in the work of Promoting Rural Revitalization in Suyu District Government,such as the difficulty of increasing farmers’ income,the imperfection of Rural Revitalization planning,the insufficiency of supporting infrastructure,and the insufficiency of rural participation enthusiasm.It also analyses the main reasons for the problems,such as the narrow channels of increasing farmers’ income,the imperfect policy system of rural revitalization,and the lack of effective participation mechanism for villagers.Finally,drawing on the experiences and practices of the New Village Movement in Korea,the rural construction in Britain and the Rural Revitalization in Liyang city,this paper puts forward some countermeasures and suggestions for the local governments in northern Jiangsu to better play their functions in the Rural Revitalization strategy,including improving the level of planning,building an efficient operational organizational system,giving full play to the role of villagers’ autonomy,improving the ability of fund guarantee,optimizing the living environment and promoting industrial development.
