| Moving from traditional social management to social governance is the key to ensure the scientific and effective solution and management of social public affairs in the new era in China.It is also an important guarantee to improve the administrative efficiency of government organs and enhance the participation of social organizations and the public in public affairs.The report to the 19 th national congress of the communist party of China(CPC)pointed out that it is necessary to "strengthen the construction of social governance system,and improve the social governance system featuring party leadership,government responsibility,social coordination,public participation and the guarantee of the rule of law." Whether the subject of governance has the proper subject consciousness to regulate its behavior and ensure the social governance runs on the right track is the key to the problem.However,due to the short time of governance practice and lack of experience,there are still some gaps and dislocation in the consciousness level of social governance subjects in China at the present stage.There are consciousness deviations in six consciousness angles,including the consciousness of responsibility,the consciousness of autonomy,the consciousness of cooperation,the consciousness of innovation,the consciousness of development and the consciousness of rule of law.Around this problem,the author from the main body of cognition,dependence on the traditional model of the governance of these two aspects are analyzed,and according to the actual situation in the process of social governance practices,puts forward the countermeasures to strengthen social governance subject consciousness in China,including clear management responsibility,bear training mission,and promote the social cooperation,optimize the achievements appraisal,implement the development idea,promote the construction of the rule of law of six parts,to ensure the effectiveness of social governance,scientific nature and rationality,and then realize the value of public governance practice. |
