Recently,all kinds of industries have developed rapidly in our country,especially the public cultural.At the same time,the people’s demand for public cultural services is improving constantly.The personnel performance appraisal of public institutions is development smoothly that can improve the work efficiency of the public institutions greatly.It also can motivate the staff s work enthusiasm to improve the level of public cultural services.This paper takes the performance appraisal of Tianjin library personnel as the research object.Through the preliminary research,classify and design assessment indicators for different positions and it make the performance appraisal system more objective and fair.At the same time,the analytic hierarchy process is used to determine the index weights,and construct the Tianjin Library evaluation index system that is more realistic to make the performance appraisal results more accurate.Finally,put forward the problems and solutions for the performance appraisal of public library personnel in a targeted manner.Changing the phenomenon that makes the focus of research on university libraries and other institutions but ignoring the local public library.So it has certain practical significance.This paper has six chapters.The first chapter introduces the background and significance of this paper in the first place,and then come up with the research ideas and methods.The second chapter is an overview of the theory which describe the concepts and theories about this paper.The third chapter is based on the personnel performance appraisal of Tianjin Library.Listing and analyzing the existing problems.The fourth chapter redesigns the performance appraisal system of Tianjin Library and solves the problems in the appraisal system.The fifth chapter elaborates the implementation and guarantee of the performance appraisal in public institutions.The sixth chapter summarizes the performance appraisal of public institutions and prospect for the future.
