Land resources are the material basis of human life,the constituent elements of production and operation,and the space carrier of ecological civilization.In recent years,the department of land and resources has assumed an important responsibility to implement the strictest land resource protection system,promote the land conservation and intensive utilization,and safeguard the legitimate land rights and interests of the people.Law enforcement supervisory work as the departments of land and resources management of land use is an important part of the work,to safeguard the order of the land management,purify the resources and environment,promote the reasonable land development,promote conservation and intensive use of land,has the very vital significance.Completes the land law enforcement supervision according to law,to the greatest extent to curb illegal activities and reduce the area of land resources,is an important yardstick of inspection law enforcement supervisory level,is the construction of ecological civilization construction are urgently needed.In recent years,the land law enforcement supervisory work a lot of achievements,the working conditions have improved a lot,but still facing very serious situation,it is illegal to cover an area of high number,point the prohibition,and widely to wait for a phenomenon also a certain extent,correctly master the rule of law covers an area of,in-depth analysis of the performance and causes of illegal covers an area of,is not only beneficial to exert the land law enforcement supervision in prevention,stop,investigate and punish the illegal ACTS,and to maintain the normal order of land management.Therefore,it is more urgent to strengthen the supervision of land law enforcement,prevent and stop illegal land use.Illegal covers an area of this article is based on the Angle of view,through the study of the relevant theories of land law enforcement supervision,in 2014-2016 illegal situation in dalian as the breakthrough point,through the comparison of the illegal covers an area of nearly 3 years number,area,area of cultivated land,purpose,planning,sources and properties,such as illegal main body elements to the case and the change trend,in-depth analysis and study of dalian land law enforcement supervisory causes and the corresponding key work,and the classified system,thus it is concluded that the current land law enforcement supervisory work in dalian have serious lag in the laws and regulations,operational difference,the problem such as deterrent enough;There are "two layers of skin" in the management system and unclear enforcement boundary.At the government level,there are problems such as economic theory and weak awareness of land use.At the social level,there are problems such as construction and lack of compliance.There are insufficient enforcement teams and vehicles.In order to solve the problems found in the supervision of land law enforcement in dalian city,this paper proposes to rationalize the land management system and reform the examination and approval system by referring to the advanced experience of some cities in China.We should implement the multi-sectoral common responsibility mechanism,integrate government performance assessment,and build a grid supervision system.We will continue training education publicity on law enforcement personnel,government leaders at all levels and at the social level;We will use advanced technology to assist law enforcement supervision.From these aspects,the research and improvement can maximize the efficiency of the land law enforcement in dalian city,reform and innovate law enforcement supervision system,and effectively crack down on the illegal occupation of land.
