The grand victory of the 19 th national people’s congress of the communist party of China,marked the beginning of a new era of socialism with Chinese characteristics.With the reform deepening,and the economic developing,there will inevitably be some new social problems that need to be addressed,So is the anti-smuggling job at customs.Smuggling and anti-smuggling is always wane and wax,and with the development of The Times,the means of smuggling are constantly updated,shows the characteristics of intelligence,group and specialization.According to the complex anti-smuggling situation,the customs anti-smuggling departments must keep up with The Times,accurately grasp the new featu0072 es and methods of the new phase of smuggling,carry out targeted prevention and punishment,to ensure the political stability and economic security of the country.The author takes the Beijing customs area as the research scope,on the basis of summarizing previous research results,pointed out that the anti-smuggling work in the Beijing customs area has the meaning of meeting the needs of the national anti-smuggling situation,better servicing the capital ’four centers’ construction and open economy development,promoting the promotion of anti-smuggling expertise in Beijing customs.The author studies the smuggling cases in the Beijing customs area from 2009 to 2017,makes an empirical analysis from the number of cases,the value of tax cases and tax evasion,the types of smuggling subject and the way of smuggling,find that the smuggling cases in Beijing customs area has the characteristics of more pressure of fighting terrorism,ordinary goods smuggling continued high incidence and the goods involved have distinctive features,and the ivory smuggling is the most prominent.According to the problems of not enough awareness of political security to keep the capital safe,not suitable for the internal and external reform of anti-smuggling law enforcement,not perfect anti-smuggling comprehensive management mechanism,not high enough anti-smuggling ability,and not well managed anti-smuggling police,put forward the countermeasures of making national security a priority,promoting the reform of anti-smuggling law enforcement,further deepening comprehensive anti-smuggling governance,improving the ability of anti-smuggling,and further strengthening the construction of the anti-smuggling police force.
