The Research Of Anti-smuggling Strategy After China' S Access To WTO

Smuggling,as a social phenomenon.is a kind of economic crime that have widly existed in different conturies in the world. Which came forth with the development of imports and exports and the governmental enforcement of control. It's been proved that smuggling must prevent and combat strictly if a country want to develop its economy insusceptibly. The Customs is endued with inviolable responsibility of prevent and combat smuggling to safeguarding their national economy. In the People's Republic of China, the main tasks of the Customs contains of supervision and control, prevent and combat smuggling , collect Customs duties and other taxes and fees, and compile Customs statistics. In this thesis the author presents a viewpoint on the concept, the responsibilities, and the methods of anti-smuggling after analyzing the main factors of the future anti-smuggling task, such as both the approaches of smuggling, and the focus, difficulties and objects of anti-smuggling after China' s access to WTO.Firstly, This thesis give a basic definition of smuggling , analyse the smugglingactivities from the angle of sociology and economics, compare different anti_smuggling measures of the Customs Houses inside and outside the Country.Secondly, This thesis analyse and summarize the characteristics and causes of smuggling in China.Thirdly, on the basis of the summing-up of the measures and achievements in past years, the difficulties and problems in the process of anti-smuggling is pointed out.Finally,base on the forecast about the trend of the smuggling activities after entering WTO, this thesis suggest that Chinese Customs House should improve and develop the anti-smuggling system and mechanism, strengthen Customs personnel construction and equipments, so as to perform its responsibility of anti-smuggling and safeguarding the developing of socialist economy.
