The Study On The Work Of Anti-smuggling In Airports

In recent years,with the process of global economic integration accelerates,the gap between countries and regions enlarges,Anti-smuggling work faces increasing grave challenges.At the same time,with the deepening of China's reform and opening up,rapid economic take-off,China is becoming the destination country for more and more illegal immigrants.The number of entry-exit personnel increases a lot due to the relaxation of entry and exit policy.While on the driven of great benefits,crime groups organize stowaways to implement the criminal conduct of illegal exit-entry.With the increasingly rampant activities of terrorist organizations,Terrorist forces both in and outside China acting in collusion,the work of exit-entry frontier inspection is confronted with dual pressure: domestic and international.The total number of exit-entry personnel of Y international airport ranks high in China,Y international airport provides links to more than 50 countries and regions,including Africa,Middle East,Europe and American.Therefore,there is great theoretical and realistic meaning to study on illegal migration in airports.The paper looks into the current policies and its effects of the work of anti-smuggling in Y international airport,thoroughly analyses the existent problems,which include the low level of informatization,lack of specialized counter-terrorism forces,poor management of Port Restricted Area,and different level of professional skills among immigration officers.The analysis of the reasons contributing to these problems from the perspective of the push-pull theory and the holistic government theory can be summarized as follows: conservative policing concept,imperfect law and regulation system,unreasonable setup of departments,improper design of incentive mechanism.By analyzing the existing problems and absorbing the advanced experiences of the western countries,this paper puts forward countermeasures and suggestions to improve the anti-smuggling work form the following 6 aspects: establish policing concept of holistic government,strengthen the sense of cooperation,strengthen law enforcement,strengthen the reform of organization,promote the capacity construction of immigration officers,using high-tech.
