Research On The Purchase Of Legal Services By Jiawang District Government

In the context of comprehensive rule of law,the government purchase of legal services is not only conducive to meeting the diverse needs of the masses for legal services and promoting the balanced development of basic public legal services,but also helping to promote the construction of a government governed by the rule of law,which is critical to improving the country’s governance system and governance capacity.The level of modernization is of great significance.This thesis studies the purchase of legal services by the government of Jiawang District,which not only helps to promote the standardized operation of government purchase of legal services,but also helps to improve the supply capacity of public legal services,respond to the public ’s legal service needs,and promote the healthy development of the legal service market.Promoting Based on the theory of multiple supply of public services,the theory of multi-center governance and the theory of new public services,this thesis uses the literature research method and interview method to obtain relevant research data,and analyzes the implementation status and operation mode of the Jiawang District government’s purchase of legal services.This thesis uses the SWOT-PEST analysis tool to qualitatively analyze the influencing factors of the operation of the Jiawang District government’s purchase of legal services.According to the operation mode of government purchase of legal services,the existing problems and reasons are deeply studied.At present,the purchase of legal services by the Jiawang District government mainly has the problems of irregular purchase procedures,low service cost standards,and imperfect supervision and evaluation.The reasons are mainly reflected in the following three aspects: Firstly,there are defects in the purchasing entity,which is reflected in the pattern of strong government and weak society,and the top-level design is not perfect;Secondly,there are defects in the undertaking entity,which is reflected in the inherent defects of the market adjustment mechanism,the mature market system has not yet been formed,and legal services The allocation of resources is unbalanced;The third point is the absence of the public,which is manifested in the lack of public awareness,the lack of public participation ability and the low degree of public participation.Based on the analysis of the above reasons,this thesis starts with the government,the market and the society,and proposes three optimization paths: Firstly,improve the working mechanism of government purchase of legal services,including formulating a list of items to clarify the purchase boundary,innovating the service fee guarantee mechanism,strengthening information disclosure and standardizing purchases Process and establish a collaborative supervision and evaluation mechanism in stages;the second is to build a diversified supply model of legal services,including innovating the incentive mechanism for undertaking entities,optimizing and integrating existing legal service resources,big data boosting the precision of purchasing services,and enriching the diverse composition of undertaking entities;The third is to improve the orderly participation mechanism of the public,including strengthening the system design to standardize the public participation mechanism,broadening the participation channels to stimulate the enthusiasm of the public for participation,and strengthening education and guidance to cultivate public participation awareness.
