NGOs are the third force that differentiates governments and markets.It is the third sector to make up for government failures and market failures.It develops with the political democratization and economic marketization.After the collapse of the Soviet union,Russia carried out a series of political and economic reforms,gradually establishing democratic institutions and market economy.In the process,NGOs have also begun to develop in Russia.But Russia's radical reform has brought great changes to social life and economic development.There are also many factors that hinder the development of non-governmental organizations.Thus,the transformation of Russia affects the development of Russian non-governmental organizations.The unique transformation of Russia has created a special development path for non-governmental organizations.In terms of how to adapt to the new social environment,how to deal with various relations and how to play the role of organization better,Russian non-governmental organizations have unique development experience and lessons.In this paper,we first compare the development policies of Russian NGOs before and after the collapse of the Soviet union.This paper analyzes the influence of various policies on NGO development during the transition period.These include the soviet-era government-led model,the neo-liberal strategy of the Yeltsin era,and the adjustment of the relationship between the state and society during the Putin period.Secondly,this paper studies the current situation of NGO development.The research contents include quantity change,resource occupation,fund source,activity status,etc.It is found that there are some problems such as limited function of non-governmental organizations and insufficient resource integration.Russian NGOs have enhanced their independence and autonomy.Its range of activities is expanding,but its development is still immature.Finally,in the interaction between transformation and non-governmental organizations,the relations between countries and society in Russia's transition are discussed.Moreover,the research summarized good aspects and bad aspects.The study hopes to provide some reference for the development of Chinese NGOs.This paper finds that the non-governmental organizations have developed greatly since the transformation of Russia,but they still face problems such as lack of trust and lack of autonomy.This study finds that the relationship between Russian state and society has undergone many changes:In Soviet times,the state and society were homogeneous,and Yeltsin were separated.In Putin's time,the state and society reworked.Finally,it forms a model for the development of non-governmental organizations and the benign interaction between them.
