The report of the 19th National Congress of the Communist Party of China(NCCPC)points out that the improvement of people’s living standards is the greatest concern for all our people.According to the statistics of the National Aging Office,there have been 241 million elderly people aged or over 60 in China by the end of 2017,accounting for 17.3 percent of the total population.It has been estimated that the number of the elderly population in China will reach its peak of 487 million around the year of 2050,accounting for 34.9 percent of the total population.The aging of rural population is more severe than that of urban population.With the appearance of the aging phenomenon,the outflow of rural labor force and the weakening of the family pension function come into being.Thus,the traditional home-based pension system can not meet the needs of the old-aged in rural areas,and thus it is urgent to explore a new pension mode to solve the existing problems in rural areas.The development of modern information technology,such as the Internet and the Internet of things,has brought opportunities to solve the problem of population aging,and the smart care for the aged emerged as the times require.Based on the status and actual needs of the elderly in rural areas,this paper studies the mode of the smart home-based pension system in rural areas,which is of great significance to solve the problems of the elderly in rural areas.The main points of this paper are as follows:In the first place,through the investigation and analysis of the status of the elderly in rural areas,some problems can be found in the home-based pension system in rural areas,which can be enumerated as follows:old people’s lack of self-supporting ability,being unable to meet their physiological needs,lack of medical care insurance,being unable to meet their security requirements,unable to give them spiritual consolation,failure to give them love and a sense of belonging,and the outdatede social pension service system,which can’t meet the needs of the elderly.Secondly,through the investigation and analysis of old people’s needs for the smart home-based pension system in rural areas,this research found that the elderly people in rural areas have a strong demand for the services provided by the smart home-based pension system,among which emergency assistance and medical care services are the most urgent ones.Thirdly,in view of the problems existing in the home-based pension system in rural areas,based on the needs of the elderly people in rural areas,the rural smart home-based pension mode has been constructed,whose feasibility has also been analyzed in this paper.The rural smart home-based pension service mode,through the cloud center of the rural smart care for the aged,is mainly composed of rural elderly,children of the elderly,rural service centers for the aged,rural medical service centers,rural shops and mobile terminal equipment.This service mode can provide the elderly with life care,medical care,safety management and spiritual consolation and the like.With such services to meet the needs for the elderly in rural areas,their living quality will be improved accordingly.Fourthly,as for rural smart home-based pension mode,some relevant policy suggestions have been proposed.For instance,we should focus more on the top-level design of rural smart home-based pension system,strengthen the construction of rural information infrastructure,speed up the development of the smart pension platform and products,overcome the "digital divide" of the elderly,and strengthen personnel training for the smart home-based pension system.Finally,the author made a brief summary,pointed out some limitations of this research,and also forecast the future research directions.
