| Corruption is a perennial topic,and most countries in the world face the trouble of corruption more or less.The issue of corruption influence the legitimacy of the use of public power and the legitimacy of political parties.Therefore,all countries pay high attention to the promotion of anti-corruption work.As a large developing country,China is also confronted with the problem of corruption in the rapid social transformation,and the research on corruption and anti-corruption has become the focus of academic circles.Since the 18 th national congress of the communist party of China(CPC),the party and the government have brought anti-corruption work to a new level and brought anti-corruption work into the national governance system.However,the current anti-corruption situation is still grim,and the previous practice against corruption has also sparked people's thinking.As the main leadership of anti-corruption work,discipline inspection and supervision cadres also face the challenge of corruption,and who to supervise the supervisor has been a pressing issue.This paper is based on the sample study of corruption cases of discipline inspection and supervision cadres.The qualitative data analysis method was used to carry out descriptive analysis of corruption characteristics of discipline inspection and supervision cadres,and the quantitative analysis method was used to carry out the statistical analysis of the corruption phenomenon of discipline inspection and supervision cadres.Based on the comprehensive consideration in the corruption behavior characteristics,the author found that there is certain commonality between discipline inspection and supervision cadre corruption and other corruption.They are both rooted in Chinese special historical and cultural background,and both follow the similar logic of historical tradition and institutional culture.Of course,the discipline inspection and supervision cadres' corruption also has its special place,that is: the special operation mode of power of disciplinary inspection and supervision provides discipline inspection and supervision cadres with more space and chance to corrupt to a certain degree.Based on this,the author analyzed the reasons of corruption of the discipline inspection and supervision cadres from three dimensions,namely: the risk of subjects,the particularity of power,and the defects of the system.Due to the happening of the discipline inspection and supervision cadres' corruption is the outcome of the combination of multiple factors,thus exploring the solution to prevent and control the discipline inspection and supervision cadres' corruption should start from a multidimensional perspective.We should not only draw lessons from the past successful experience of anti-corruption work,but also take targeted measures based on the particularity of discipline inspection and supervisioncadres' corruption.After investigating the reasons of corruption,the author put forward two possible solutions to solve the trouble of corruption of discipline inspection and supervision cadres.On the one hand,proceeding the hard constraints,perfecting the system,and then narrowing space and possibility of corruption of the discipline inspection and supervision cadres as much as possible;on the other hand,strengthening the soft constraints,enhancing moral quality and political literacy,improving the ability to resist temptation,and then minimizing the probability of corruption as much as possible subjectively.In a word,the work of the prevention and governance of discipline inspection and supervision cadres' corruption is not done overnight.We should put it into the construction of anti-corruption system of the whole country,and try to find the effective ways to prevent and govern the corruption of discipline inspection and supervision cadres from theory and practice.Only when we put this anti-corruption work as a long-term and systematic project can we lead a healthy and clear era in the near future. |
