Research On The Problems And Countermeasures Of Community Governance In Xi'an High-tech Zone

With the deepening of reform and opening up and the continuous development of the socialist market economy,the development zone has gradually become the engine of the rapid development of the regional economy and even the whole country’s economy.Moreover,the flow and accommodation of all elements such as people,wealth and property in the development zone make the optimization of the social management mode in the development area become an important practical and theoretical topic.The social management work of the development zone is ultimately supported by the community,so the optimization of the social management model in the development zone is essentially the optimization of the community governance model.At present,in our country many high tech Development Zone,although the preliminary framework of social order and the service supply system,but is subject to many deep-seated structural problems,lag of innovation of community governance,which directly affects the investment and enterprises and high-quality talent aggregation.This paper stands in the construction of an international metropolis of Xi’an from the perspective of community governance in Xi’an hi tech Zone as the research object,the current situation and problems of community governance in high tech Zone were analyzed based on the practical investigation and the status quo,international metropolis on the community governance mode to enhance the appeal,on the basis of the domestic and foreign advanced experience,put forward the basic principle the problem of community governance and strategy of high tech zone.This study uses the method of case analysis and comparative analysis,follow the basic ideas of developing-Analysis-to solve the problem ",the structure is as follows: first,explains the research background and significance,research status,research methods and theoretical tools: second,expounds the relationship between city and the concept of community,community governance community,governance,international metropolis,has analyzed the community governance mode to optimize investment,economic development and the important significance of building international metropolis: third,describes the hi tech Zone of Xi’an city community governance status,characteristics and problems of the construction of international metropolis Xi’an,in pursuit of the development of Xi’an high tech Zone Innovation under the mode of community governance: causes of problems in-depth analysis: fourth,the domestic and foreign community governance experience: Fifth The innovation,specific countermeasures and suggestions are put forward from the Xi’an high tech Zone Innovation community governance strategy that city community governance must transform government functions,play a positive role in multiple governance subjects the use of social organizations,to guide the community residents to enhance the sense of ownership,establish and perfect the community governance model of multi subject cooperation,promote the realization of self governance and social regulation,residents’ autonomy benign interaction.The research results can provide some reference and replicable successful experience for other parts of the country in the improvement of community governance mode,which has certain frontier.
