Research On The Governance Of Drug-related Problems Among Special Groups In Yunnan Province

Special group was defined as people who protected by law and legally has protective practice.In law enforcement executes law practice,it include people with AIDS,acute infectious disease,severe patients or handicapped,pregnant woman,woman whose child is still in lactation period and minor.In recent years,activities of manufacturing and trafficking drug become increasingly active.Some drug-smuggling gangs hire special group people for drug trafficking to seek exorbitant profits and escape from punish.It is urgent public problem to be saluted and no one can afford to neglect.Yunnan is a key area of drug issue in the whole country.The problem of drug involved special group stand out.Although the relative law enforcement took some targeted countermeasure procedure,the law conflict leads it is hardly to take drug involved special group into custody.As the restrict of lacking funding and man power,the control measures of drug involved special group is hard to put to effect.Most drug involved special group personnel has been placed in a vicious circle of "catch and cannot hold,release and catch again".It makes special group relatively crimes grows in intensity.It severely decreases government managerial effectiveness,jeopardize public security order and undermine judicial fairness.Now,socialization of anti-drugs work has become an important countermeasure channel of drug issue.By analyzing document,we firstly give a description of Yunnan's current situation of controlling drug involved special group.Then we deeply analyzing problems and arranging valuable experience and advanced method during governing practice.Using govern theory and new public administration theory as our theoretical support for the analysis of governing problem.Based on reality and combined with movement of socialization of anti-drugs work,we provide a reasonable countermeasure for governing drug involved special group.
