Research On The Coordination Mechanism Of The Protection And Utilization Of Shanghai's Historical And Cultural Features

Historic cultural conservation area have important cultural and economic values.On the background of globalization and marketization,the protection of historic cultural conservation areas can not only continue the historical context,but also optimize the livable environment,which is of great significance for improving the quality and competitiveness of cities.Shanghai is an inclusive international metropolis,it has 12 urban center and 32 suburban historical and cultural areas.Among them,Huangpu district is the heart location.The bund,where Shanghai Port open,is the financial center of China and even the Far East.The bund is a symbol of development and prosperity in the past more than 100 years and has the reputation of "China’ s Wall Street".Xintiandi,located in the Huangpu district,is the birthplace of the Communist Party of China and the birthplace of the Communist Youth League of China.Besides,there are many distinctive historical and cultural features.According to the current reality,the government dominates the protection,utilization,management and renovation of scenic areas,guides and improves the overall environmental quality of scenic areas,organizes experts at home and abroad to participate in the formulation of transformation protection plans,coordinates housing replacement,and attracts domestic and foreign investment,so as to fully fulfill the government’ s unshirkable social responsibility.Over the past few years,the government has formulated relevant laws,regulations and conceptual plans,and initially established a historical and cultural landscape protection system combining "point,line and surface".Although the protection and management of historic and cultural scenery areas have made some achievements,with the development of the times,the protection and management mechanism lags behind,the legal system is imperfect,the laws and regulations are not updated in time,the information application of basic data is not matched,the pluralistic participation of non-governmental departments is lacking,the supervision of historic and cultural scenery areas is insufficient,and the sources of repair and protection funds are single.Generally speaking,facing the dilemma of insufficient coordination of various social forces and resources,negative protection violates the original intention of continuing history and culture.Therefore,based on the theory of public governance and collaborative governance,and referring to the practical experience at home and abroad,the author explores the protection,utilization and management of the historical and cultural landscape area with the entry point of ’“Shanghai Huangpu district”as the entry point.In the protection and management of historic and cultural areas,the government is the leader and maker of the protection and management policy of historic and cultural areas,and plays the role of"meta-governance" in the management of social and public affairs.The government should improve the relevant laws and regulations for the protection of historic and cultural scenery areas,and improve the level of protection planning and management of scenery areas.At the same time,we should coordinate the participation of multi－subjects such as non-governmental organizations in the protection and management of scenic areas,explore multi-protection mechanisms,strengthen supervision,listen to different expert opinions,enhance the protection awareness of ordinary citizens,and encourage ordinary citizens to participate in the protection and management of historic and cultural scenic areas.
