Research On Cooperative Governance Of Hengdian Film And Television Characteristic Town In Zhejiang Province

The 18 th National Congress of the Communist Party of China clearly put forward the concept of "new urbanization".It is necessary to coordinate and promote the development of various cities,small towns and rural communities,which is characterized by integrated urban and rural construction,interactive and intensive industrial development,and livable and harmonious ecological environment.Taking advantage of the characteristics of massive economy,Zhejiang province takes the lead in proposing the concept of characteristic town,which is not only a new carrier of industrial transformation,but also an innovative mode of "new urbanization".In July 2016,the national development and Reform Commission,the Ministry of housing and urban rural development and the Ministry of Finance jointly issued the notice on carrying out the cultivation of characteristic towns,which set off a boom in the construction of characteristic towns.By February 2018,the total number has exceeded 2000,including 403 national characteristic towns and various provincial characteristic towns.With the improvement of people's material living standards,the demand for cultural industry is growing,and a large number of film and television characteristic towns are rising.There are many film and television towns with different characteristics,including shooting base type,theme park type,industrial chain service type and so on,all over the country.With the spring breeze of reform and opening up and the spirit of innovation of Hengdian people,Hengdian film and television characteristic town in Zhejiang Province has built a famous film and television shooting base at home and abroad,a national 5A level tourist attraction,and become the film and television industry base of "the largest scale,the most concentrated elements and the lowest cost" in China.The construction of characteristic towns brings about the concentration of industries,elements and population,and the rapid development of social economy,but it also brings some problems and contradictions in management.Hengdian town carries out industrial development,urban construction and social governance through the cooperation of government,enterprise and society,creating a unique "Hengdian mode".However,with the construction and development of characteristic towns,the content of governance is increasingly complex,and the difficulty of governance is constantly increasing.The existing governance experience is not enough to deal with new situations and problems.The sustainable development of characteristic towns is restricted by the single mode of cooperative governance,insufficient social participation and imperfect cooperative mechanism.It requires the grass-roots government to change its concept,improve its management methods,innovate its cooperative mode,improve its cooperative mechanism and strive to achieve a win-win situation.The purpose of this paper is to summarize the development experience of Hengdian film and television
