Research On The Status Quo And Countermeasures Of The Construction Of Comprehensive Cultural Service Centers In Towns And Streets In Jiulongpo District

Culture is the soul of a country and nation,and the "supporting point" for economic and social development.The party and the state have attached great importance to cultural development.Xi Jinping,general secretary of the Communist Party of China,proposed in 2018 the National Conference on propaganda and ideological work,"to promote the standardization and equalization of public services in China,adhere to the government led,social participation,shift the focus,build and share,improve the public cultural service system,and improve the coverage and applicability of basic public cultural services".With the concern and support of the party and the state,although great progress has been made in the construction of China’s public cultural service system in recent years,there are still some problems in the construction of grass-roots public cultural service system in many regions,such as insufficient investment,scattered resources,imperfect facilities,single content,and disconnection between supply and demand.As the main carrier of grass-roots public cultural service construction,grass-roots comprehensive cultural service center is not only an important part of modern public cultural service system,but also the main hand to reach the "last kilometer" of public cultural service,and also an important guarantee to protect the basic cultural rights and interests of the masses and improve the sense of access and happiness of urban residents.On the basis of theoretical analysis and in accordance with the spirit of relevant national and municipal policy documents,this paper takes 19 Town Street comprehensive cultural service centers in Jiulongpo District as the research object,and through literature search,field research and other methods,from five aspects of institutional facilities,talent team,infrastructure,financial funds,and activity development,to analyze the current situation of the town street comprehensive cultural service center in Jiulongpo District We did the research.Based on the information and data obtained from the survey,this paper analyzes and summarizes the existing problems: first,insufficient facilities construction,operation and maintenance;second,insufficient capital investment and improper management;third,supply and demand are divorced;fourth,the service supply subject is single;fifth,the quality of the talent team is not high.Lack of awareness of public cultural services,imperfect management mechanism,inadequate implementation of standards and systems,lack of feedback channels for cultural needs,and inadequate supervision and assessment mechanism lead to the above problems.In view of the problems and causes,based on the experience of Zhongshan’s "333 modes",Fangshan District "Fangshan mode" and Xiaoshan "cultural stewardship mode",the paper puts forward some countermeasures and suggestions for improving the comprehensive cultural service center in towns and towns: first,straighten out the management system of the comprehensive cultural service center of the town street;two,enhance the effectiveness of public cultural facilities;three,The fourth is to improve the supply and operation mechanism;the fifth is to strengthen the construction of grass-roots cultural professional team.
