Governments facing public affairs more and more complicated,the characteristics of diversification,the government’s response to the beyond past the traditional responsibilities of the permissions,rely on any single government management and service mode has been difficult to solve all kinds of public management and service problems effectively.Therefore,cross-departmental cooperation is increasingly applied to government public administration.The period 2015-2017,Licheng District undertake or hosted more than high-level,large-scale cultural and artistic activities,such as the 14 th Asian art festival,the CCTV Spring Festival gala in 2016 in Quanzhou and the continued the nineteenth session of Yuanxiao lantern show flowers,etc.,because of regional wide,personnel,logistics demand is high,in the process of activities,Licheng District began to try the "inter-departmental cooperation".Based on Licheng District as an example,this paper combined with Eugene Bardach cross-departmental cooperation theory,attempts to " cross-departmental cooperation" concept to public cultural services,one of the main supply mode of public cultural services,namely the large-scale cultural and artistic activities in different functional departments in the government at the county level in the process of cross-departmental cooperation between the analysis of the status quo,it is concluded that public cultural services for the practical advantages of cross-departmental cooperation,existing problems and the reasons,and puts forward the government at the county level in the field of public cultural services implement cross-departmental cooperation proposal.Based on the analysis of the current practice,compared to the traditional administrative mode,by breaking the rigid boundaries between the organization and cross-departmental cooperation in public cultural services in the assigned responsibilities,resource utilization,scale advantage,security,and performance appraisal,etc,have a certain theoretical and practical advantages.But in the concrete practice,through the process analysis and part of the interview,we know that because of the authoritative longitudinal control of the cooperative form,the individual and the whole power and responsibility game,the loosely loose running mechanism,the "singleness" of the capital source and the low efficiency application of the information technology,there are still some problems such as low efficiency,duplication of work or fault,lack of standardized enforcement process,limited fund disk and scale of activities.Based on the above analysis,this paper proposes to improve the five aspects of organizational consciousness,power and responsibility allocation,operation mechanism,capital guarantee and technical support,so that the cross-departmental cooperation in the field of public cultural services can change the current and exploratory development state and move towards the future of normalization and institutionalization.
