Research On Urban Sculpture Contracting Mode And Bidding Method Based On The Perspective Of The Owner

With the continuous development of urbanization in China,there is an increasing demand to embody the spirit of the city and to show the image of the city.Urban sculpture,as a public artwork which shows the cultural level and spiritual features of the city precisly,is also expanding year by year.However,for the urban sculpture has the attributes of "artwork"and "originality",it's very hard for the urban construction department to carry out the bidding work successfully as well as realize the unification of Artistic Value,Economic Value and Social Value.For that reason,the further development of urban sculpture was restricted.By means of literature review,questionnaire survey and case analysis,this paper reviews the development process of urban sculpture construction mode and bidding mode in China since the founding of the People's Republic of China.Through sorting out relevant laws and regulations and analyzing typical cases of different bidding modes under the urban sculpture design and construction general contracting mode in Sichuan Province in recent year,the two-stage contracting mode of "scheme solicitation" and "goods procurement" for urban sculpture project and the corresponding bidding mode are put forward.In order to realize the artistic value of urban sculpture,the design is divided into two parts:creative conceptual design,which is included in the stage of "scheme solicitation",and technological deepening design,which is included in the stage of "goods procurement",ensuring the artistry and professionalism of the design scheme.In order to realize the economic value,bidding mode of customized goods is used instead of the EPC mode.In order to realize the public value,the public participation should be widely mobilized at the stage of scheme solicitation,and the results of public voting should be included in the scope of evaluation.At the same time,in the stage of "scheme solicitation" and "goods procurement",the weight of each evaluation factor is determined by using the analytic hierarchy process,which avoids the subjectivity and arbitrariness of the preparation of bidding documents.Finally,the author takes the opportunity to implement the bidding work of the A-theme sculpture in Qingbaijiang District,verifies the above-mentioned contracting mode and bidding mode in practice,and evaluates the bidding results and final construction results of the project by using the method of fuzzy comprehensive evaluation.Urban sculpture art can be manifested in a variety of ways.It is hoped that this study can provide references for other project owners when bidding for other urban sculptures.
