Research On Shaanxi Land Administration During The Anti-Japanese War (1937-1945)

Land administration is an important task for the government to carry out social construction in the Republic of China period?The construction of land administration in Shaanxi Province began the period of comprehensive anti-Japanese war.At that time,the land problem in Shaanxi was very serious.For example,the land was never sorted out,the cadastre was disorder,the boundary of field was unclear,the land disputes occured repeatedly,and so on.The outbreak of the war made the construction of land administration extremely urgent.Thus,the establishment of a land administration department,the making of relevant plans,the selection of pilots,and the establishment of various land administration operations is to realize the People's Livelihood in the northwest.With the implementation of these measures,Shaanxi's land administration has achieved some achievements,and it indirectly supported the Anti-Japanese War.This paper takes the land administration construction of shaanxi during the Anti-Japanese War period as the main line,and discusses the significance and deficiencies of Shaanxi's land administration.This paper consists of four chapters except introduction and conclusion.The first chapter shows that the national land problem before the war is becoming more and more serious.and it must be solved by the establishment of land administration.Therefore the nanjing national government carried out land policy based on sun yat-sen's equal land rights,and carried out land administration experiments from the central government to the local government,which achieved some achievements but still had many problems.The second chapter mainly introduces the situation of rural areas in Shaanxi before the war.In order to solve the rural crisis at that time,the Shaanxi authorities began to set up land administration and selected some counties to conduct trials which made some preparations for the construction of Shaanxi's land administration in the Anti-Japanese War period.The third chapter mainly discusses the construction and business activities of Shaanxi's land administration.First,the further introduction to land administration,personnel training,capital and technology.Then,the analysis to specific business such as land report,land survey,land registration,land price,helping self-cultivation farmer and land reclamation.The fourth chapter is mainly about the views of Shaanxi's land administration.First,it analyzes the reasons for the achievements,which lies in the efforts of the staff,the adherence to the established principles and the supporting of the government.Then,it analyzes the problems in Shaanxi's land administration such as the irrational plans,the lack of funds,the lack of technical equipment,and the shortage of talents and so on.They caused the entire land administration work cannot improve efficiency,and also limited the large-scale development of land administration work.During the Anti-Japanese War,the Shaanxi authorities attached great importance to the construction of land administration.Through operating various business activities,they achieved some achievements,which enabled the government to get accurate land information and provided a reliable basis for other construction.However,due to the shortage of objective conditions and the constraints of the social environment,the construction of land administration in Shaanxi Province could not achieve the expected goals.The construction of Shaanxi's land administration was carried out under the special social environment and historical background,inevitabley,exist many problems and deficiencies.But it still plays a very important role in the development of the land administration of the whole country during this period.
