The maternal and child health care management system is an important part of the public health service system and an important part of China's healt h undertakings.In the early days after the founding of the People's Repub lic of China,there were only nine specialized maternal and child health service i nstitutions,and the maternal mortality rate and infant mortality rate remained hi gh.Our government has realized that only by constantly developing and growin g women's and children's talent,strengthen the construction of mat ernal and child health care institutions,enhance the level of maternal and child health care service in China is basic measures of reducing maternal mortality an d infant mortality,and gradually establish a maternity and child care institutions across the country,set up women's and children's level 3 informati on network,continuously optimize the maternal and child health care manageme nt system,enhance the level of maternal and child health services and the escort for maternal and infant safety.City A is A county-level city located in the liaodong peninsula.It has jurisd iction over 6 townships,15 towns and 4 streets with A total population of 824,000,Due to the dispersed population and uneven regional development,the const ruction of maternal and child health service system in A city has been lacking in institutionalization and its development level is uneven for many years.Especia lly with the dropping of the two-child policy and the increase of the elderly and high-risk pregnant and pregnant women,the development of the maternal and c hild health management system in A city has been challenged.Therefore,it is of great significance to analyze the existing problems in the development of the m aternal and child health management system in A city under the new situation an d put forward the optimization plan.Based on the theory of public management and public service,this paper c onducts an in-depth study on the management system of maternal and child heal th care in A city.Firstly,the paper analyzes the research background,research si gnificance,research status,research methods and technical route of maternal an d child health management system at home and abroad.Secondly,the concept of maternal and child health and the theory of public management are expounded.Again,from the organization,personnel,service ability and system construction,etc,analyzed the current situation of the development of A city maternal and c hild health care management system,points out the existing problems of,includi ng the government inadequate for maternal and child health care management sy stem,different levels of maternal and child health service personnel,inadequate institutional resources use,supervision and management mechanism is not soun d,etc.,and analyzes problems cause;On this basis,the optimization scheme of maternal and child health management system in A city was proposed from thre e aspects:maternal and child safety,child health care,and intelligent medical tr eatment.Finally,in order to ensure that the optimization plan of maternal and ch ild health care management system in A city can finally be realized,A number o f guarantee measures such as strengthening the organization and leadership,esta blishing the talent training base,establishing the work system,and creating qual ity services are put forward.The targeted research on the maternal and child health management system of A city not only plays an important guiding role in the optimization and upgra ding of the maternal and child health management system of A city,but also pro vides A reference for the optimization of the maternal and child health managem ent system of other county-level cities in China.
