| On July 1,2017,the law of the People's Republic of China on traditional Chinese medicine was formally implemented.In chapter iii,articles 27 and 28 stipulate relevant provisions on the processing,processing and processing of TCM decoction pieces and the quality management of TCM decoction pieces in medical institutions.The 13 th five-year plan for the development of traditional Chinese medicine puts forward the policy of "continue to implement the policy of not canceling the addition of traditional Chinese medicine decoction pieces and controlling the proportion of decoction pieces without traditional Chinese medicine" and deepens the reform of the medical and health system.In February 2016,the state council issued the outline of the strategic plan for the development of traditional Chinese medicine(2016-2030),proposing that by 2020,all people will have access to TCM services and by 2030 TCM services will be fully covered.In 2018,the world health organization included traditional Chinese medicine(TCM)as the mainstay in the newly revised international disease classification code system(ICD-11)to promote TCM to the world.According to the latest research of the blue book on the development of the Chinese herbal prepared slices industry,the sales revenue of Chinese herbal prepared slices reached 19.564 billion yuan in 2016,up 12.7% year on year.In the first half of 2017,sales revenue reached 104.79 billion yuan,up 21.33 percent year-on-year.The quality of traditional Chinese medicine decoction tablets is directly related to the drug safety and clinical efficacy of patients.At present,the quality of Chinese herbal medicine decoction pieces is threatened by environmental pollution in planting,lack of quality standard in production and lax control in circulation.Under the current market environment,hospitals,as terminals,especially need to strengthen the quality management of TCM prepared slices.For example,Fujian provincial food and drug administration issued 43 batches of unqualified TCM prepared slices for sampling inspection,among which 65% were from hospitals,involving 18 medical institutions.Based on the author's field investigation in four traditional Chinese medicine(TCM)hospitals in Chaoyang city,Liaoning province,this paper studied the problems and countermeasures faced by the hospital in the quality management of TCM decoction pieces.Purpose:This article researches the quality management status of TCM pieces in the four TCM hospitals of Chaoyang city.We also did deep investigation on 6 aspects: staff,procurement,storage,preparation and decoction.Based on the analysis of existing problems and causes,countermeasures and suggestions are put forward,in order to promote the hospital standardization management of the quality of TCM pharmacy of Chinese herbal medicine pieces and to ensure quality of hospital,Chinese medicine pieces and drug safety.Methods:This paper mainly adopts literature research method,questionnaire method,interview method and statistical analysis method.Firstly,this paper analyzes relevant Chinese and English periodicals,industry reports,statistical data,national policies,laws and regulations and other literature materials,and designs a questionnaire and an on-the-spot interview outline to address the common problems in the literature.Secondly,the questionnaire method was used to design the pharmacy staff and medical staff in four hospitals in Chaoyang city.The questionnaire was filled out by 45 pharmacy staff from the whole sample survey.Interviews were conducted with 9 persons selected from the pharmacy staff of four traditional Chinese hospitals in Chaoyang city.Finally,statistical analysis method and statistical software spss25.0 were used to conduct multiple regression analysis of the questionnaire results,and the significant factors affecting the quality management of traditional Chinese medicine decoction pieces in four traditional Chinese hospitals in Chaoyang city were obtained.Results:Based on the questionnaire survey of 45 staff members in four traditional Chinese medicine hospitals in Chaoyang city and the interview results of 9 relevant persons-in-charge,it is found that the quality management of traditional Chinese medicine decoction pieces in four traditional Chinese medicine hospitals is affected by six aspects: personnel,procurement acceptance,storage,dispensing,processing and decoction.According to the results of the research and interviews,specific to the above six aspects of the problem respectively,detailed countermeasures and Suggestions are put forward.Conclusion:There are many problems in the quality management of traditional Chinese medicine decoction pieces in four TCM hospitals in Chaoyang city.This paper puts forward some countermeasures.In terms of improving the personnel management of traditional Chinese herbal pieces,the main measures include perfecting the evaluation system and accountability mechanism,and strengthening the training of professional skills.In the aspect of regulating the purchase and acceptance of Chinese herbal pieces,the main measures include perfecting the quality inspection and acceptance specifications for Chinese herbal pieces,making scientific procurement plans,selecting high-quality procurement channels.In the aspect of strengthening the storage and maintenance management of TCM decoction pieces,the main measures include strengthening the storage management,improving the storage environment hardware and classification conditions.In terms of actively carrying out provisional processing,it is necessary to establish the qualification certification system,formulate the unified pricing mechanism.In the aspect of dispensing and decocting,the main measures include strictly implementing the prescription checking system,standardizing the dispensing process and improving the decocting environmental hygiene. |
