H Medical Center PPP Financing Model Feasibility Study And Risk Control

The contradiction between the growing demand for medical services by the people and the imbalance in the development of quality medical resources has led to the problem of “difficult to see a doctor”.In order to solve the "supply side" problem,the medical field introduced the PPP financing model,alleviated the government's financial pressure,broadened the investment channels in the medical field,improved the effective supply of the medical service industry,and helped the progress and improvement of the health mechanism in the medical field in China,alleviating the difficulty of medical treatment."The problem.However,whether the PPP financing model in the medical field is superior to the traditional government investment operation mode,and what problems still exist in the medical field using the PPP financing model,how to solve these problems? To this end,this article uses the value-for-money(VFM,Value For Money,)evaluation method,using the H Medical Center project as a case to judge the feasibility of adopting the PPP financing model to replace the traditional government investment operation mode,and focused on the risk faced during the operation of the H Medical Center project,and provide the PPP financing project for the medical field.Theoretical basis and reference.In this context,this paper has made a qualitative and quantitative evaluation of the H Medical Center project.The results show that the H medical center project adopts the PPP financing model better than the traditional government operation mode,which can not only reduce the government's fiscal expenditure,but also improve the project.Overall operational efficiency.But at the same time,it faces policy risks,operational risks,market risks,financial risks,and social risks.On this basis,the countermeasures and risk control measures of the feasibility study of the H Medical Center project are proposed,which will provide reference for future reated research.
