According to the latest national forest resources survey,China's forest area has reached 3.12 billion mu.Forest cover rate has reached 21.66%and forest growing stock has reached 15.137 billion cubic meters.The forest cover rate has increased from 12%in the early stage of reform and opening up.However,China's forest resources are threatened by various disasters all the time,especially the forest fires have caused the most serious destruction to China's forest resources and the achievements of ecological civilization construction.The difficulty in fighting forest fires is a worldwide problem.Forest aviation fire protection plays an important role in fighting forest fires,which is the most advanced fire prevention and fire extinguishing way in the world at present.It is also an important foundation for protecting the achievements of ecological civilization construction and an important safeguard for China to protect forest resources from forest fires.On the basis of collecting relevant research of forest fire prevention and the characteristics of forest fires in Panxi(Panzhihua and Xichang)Area,the paper combines the typical forest fires cases in Anha and Yajiang and comprehensively analyzes the problem with HSM(Hard System Methodology).This paper constructs a forest aviation fire emergency management system that meets the actual conditions of the Panxi Area,and designs emergency management organizations,business proeesses and safeguard measures for forest aviation fire protection work in Panxi Area.The research result in the paper can improve the existing forest aviation fire emergency management system and provide reference for the construction planning of the system in Panxi Area.At the same time,the reconstruction of the emergency management organization system can further improve the efficiency and solve the problems of forest aviation fire protection work in Panxi Area.
