Study On Emergency Capacity Building Of Logistics Support For Forest Fire Fighting Of Inner Mongolia Forest Force

Forest fire fighting logistics refers to the logistics system from the funds,materials,medical,transportation,camping,technology and other aspects to meet the need which taking various measures to ensure and guarantee to carry out combat missions.Therefore,how to improve the emergency capability of the logistics support of the army is an important measure to complete the tasks which focus on fire prevention and forest fire fighting.In this thesis,the emergency response of logistics support in Inner Mongolia forest force fire fighting is taken as the research object,starting from three aspects of management ability,equipment support and emergency response,firstly,analyzed the status at home and abroad and the general situation of natural disasters in Inner Mongolia forest,and a comprehensive analysis was made on the logistic support cases of putting out the forest fire of the "4.20" Bilahe Forestry Bureau,supporting the forest fire in Funing County and putting out the "4.30" especially important Russian inbound fire in the northern primitive forest region,summarized the disparity of logistic support of Inner Mongolia Forest Forces in fighting forest fires in the aspects of combat readiness system,logistic training,logistic system construction,professional quality,task support.According to the Delphy method,18 experts were invited from the Inner Mongolia forest force,the police academy,Beijing Forestry University and forestry workers,analysis the expert opinion concentration,authority degree,basic level of coordination,establishing a Delphi consultation expert group,according to the evaluation index of logistic support capability.After two rounds of screening,the final establishment of three rating indicators,using analytic hierarchy process and Delphy to calculate the index weight between the different levels.Combining the established indexes,Combining the established indexes from transformative background and cognition,using the basic situation and logistics capability of Inner Mongolia forest forces,the overall score of logistics support system for Inner Mongolia forest forces fighting fire is good.Coordination mechanisms,security requirements,information technology and the new method of military and civilian integrated security,to explore the way to improve the emergency logistics support capability of Inner Mongolia forest force forest(grassland)fire,and to provide reference for the emergency response construction of Inner Mongolia forest force under the logistics support.
