Research On The Rights Dilemma In The Development Of Fisherman's Folklore Tours And Community Empowerment

Fishery-based agritourism is playing an increasing important role in promoting rapid economic development of tourism destinations,increasing tourism incomes of community members and broadening employment channels and source of income.However,due to the low participation in of community residents and severe damage in community benefits,fishery-based agritourism in the course of development has suffered a series of worrying problems,such as the damage on the ecosystem and the conflicts between tourism development and community development.The mismatch in the governments' managerial function,deficiencies in the related laws and rules,incapacity in communities' subjective consciousness are likely to cause community benefit lose and lack.As is known,the community empowerment can improve the initiative of community participation,giving stakeholders an equal opportunity to express their own,thus promoting a better sustainable development of fishery-based agritourism in the coastal tourism areas.Therefore,it is necessary to conduct community tourism empowerment.First of all,by analyzing community participation and rights status,it is showed that the degree of participation varies,which is dominated by economic participation of comparatively lower community participation.This study use Scheyven's community empowerment four-dimensional framework to analyze right status of the community-involved tourism.It is found that residents are experiencing more or less right plight in the perspective of economy,politics,mentality and society and rules and regulations to ensure residents' interests lack applicability and maneuverability.Hence,residents are disadvantaged in the process of the coastal tourism development,thus causing an imbalanced right relations with local government and external investment enterprises.Second,combined with tourism empowerment theories,this study drafts a appraisal index system of community empowerment.Next,taking Wujiatai as an example,on the basis of the data profile,this study conducted empirical analysis on the community participation and how residents perception community empowerment.Community empowerment,combined with the research results,shows that the tourism empowerment is general,through which the politics dimension is the worst.Finally,according to the real situation of community tourism empowerment in Rizhao costal areas,optimized suggestions are given in four dimensions: community residents,local government,outside investment enterprises and non-governmental organizations.In short,community empowerment theory provides a new research view for the study of the community tourism,which is of practical significance for the realizing communityempowerment and sustainable development of tourism.
