Landscape greening refers to making full use of the city's natural conditions,geomorphologic features and basic species for the greening of urban areas that need green plants to cover and beautify.The landscaping industry has multiple functions of ecology socialization and humanity.It not only protects the urban ecological environment,but also provides various service functions for the living environment.It also has economic,social and ecological benefits.The industry chain of landscape greening industry includes all links in the construction process of landscape engineering projects.In other words,a landscape enterprise has the capability of landscape design,engineering construction,seedling production and maintenance,which is a great challenge for the internal management of the enterprise.Early landscape enterprises are the management mode of government and enterprise.With The Promulgation of The Measures on The Qualification Management of Urban Landscaping Enterprises in 1995,landscape enterprises really entered the market.Although the market started late,but with the introduction of some favorable policies and support,the whole landscape industry began to develop rapidly.At present,among the listed companies,landscape enterprises have reached about 150.Competition among state-owned enterprises,central enterprises and listed landscape enterprises has also become increasingly fierce.The rapid development of enterprises also put forward higher requirements for internal management.In the existing landscape enterprises,although the internal management is gradually standardized,due to the long industrial links,the internal management is still far from standardized and refined management,especially human resource management.In the process of project management,how to effectively manage personnel allocation,risk control,cost control,process specification,team management and so on has a great impact on the overall benefit of the enterprise.Therefore,the study of human resource management related to engineering projects in landscape enterprises can not only theoretically enrich the existing research on human resource management in the landscape industry,but also provide reference for the management practice of landscape enterprises.Through the understanding of the early scholars in the study of human resource management in the landscape industry,we found that landscape enterprises belong to architectural enterprises,most of the research included landscape enterprises into the study of construction enterprises,and relatively few special studies on human resource management of landscape enterprise engineering projects.In view of this,this paper focuses on the study of the impact of personnel allocation on the organization in the project management of landscape enterprises,and also focuses on the analysis of the rationality of personnel allocation.Firstly,the background and significance of the research are elaborated in the general section,and the literature review is summarized and analyzed.The second,the connotation of personnel allocation and related theories have been more in-depth research,clear the definition of personnel allocation and the theoretical knowledge used in the research.The third,this paper conducted an in-depth investigation on the status quo of the research object,enterprise L,and fully understood the organizational structure and human resource management status quo of enterprise L.This paper analyzes the current situation and rationality of personnel allocation in L enterprise from the aspects of per capita output value and profit,return on investment,turnover rate and employee satisfaction.The fourth,This paper analyzes the causes of unreasonable personnel allocation,which include organizational structure,personnel quality,performance management,project duration and other aspects.On this basis,this paper puts forward the improvement goal,principle and corresponding solution of project personnel allocation.This paper believes that the organizational structure should be optimized to solve the problems of the current L enterprise such as bloated organizational structure,complex position system,multiple levels,high communication cost and low work efficiency.Job analysis and post design should also be done well,so as to form the personnel allocation guidance plan and post specification,which provides clear standards for personnel recruitment and post setting;The competency model should also be established to provide a quantifiable standard for personnel selection,which provides an accurate basis for personnel training,promotion and performance appraisal.Finally,this paper also analyzes the guarantee factors for the improvement of personnel allocation in engineering projects,including work environment,management system,work flow,performance appraisal,personnel quality and other aspects.In this paper,the rationality of the personnel allocation of the garden enterprise project is analyzed in detail,and the reasons leading to the unreasonable personnel allocation are also analyzed one by one.According to this reason,the improvement plan and safeguard measures of personnel allocation are proposed.The personnel allocation scheme and safeguard measures obtained in this paper can provide practical reference for personnel management of engineering projects.It is hoped that these research results can provide reference for similar enterprises,and help traditional construction enterprises to solve some practical problems of personnel allocation in project management,and provide a good theoretical guarantee for enterprises.
