With the sustained and high-speed development of China's social economy,the power industry,as the pulling force of social and industrial development,has made tremendous progress.The power load of the whole society continues to increase,the power grid continues to extend and expand,and the grid has been strengthened unprecedentedly.Economic growth has put forward higher requirements for power supply.Providing safe,clean,high-quality and efficient power supply services for the whole society has become the focus of power enterprises' production and operation.To achieve the goal of safe production and operation smoothly,it is necessary to do a good job of risk management in the whole process of power production under the premise of operating according to law,and to upgrade the power enterprises through all-round risk management and control.The level of safety production,operation and management performance of the industry lays a solid foundation for better service to social and economic development.By establishing the risk management and control model,this paper makes a comprehensive,objective and scientific exploration on the risk management and control methods involved in the construction and operation of 110 kV Mengga Substation Project,and provides direction and ideas for building intrinsically safe enterprises and optimizing the long-term mechanism of production and operation efficiency.Based on the idea of comprehensive risk management and the method of man-machine and man-machine environmental management and control,this paper optimizes the current risk management and control mode of electric power enterprises,establishes a new risk assessment model combining with the actual production of enterprises,identifies and quantifies the risks in the process of substation construction and after operation,and advances according to the evaluation results.Risk classification and grading are carried out.According to the principle of priority,the investment of risk management and control resources is optimized.Targeted risk management and control measures are adopted to improve the overall lean level of substation construction and operation under limited conditions.Through the analysis and research of risk management and control in the construction and operation process of 110 kV Mengga Substation,we have a deeper understanding of the comprehensive risk and lean management.Through continuous research and continuousoptimization of working methods,the ultimate goal of safe,stable,economic,reliable,green and lean operation of power enterprises can be achieved.
