The Research On Countermeasures Of Establishing Urban Space Growth Boundary In China

Since the 1960s, Urban Space Growth Boundary (Urban Space Growth Boundary, following as"USGB") as the policy tool of urban space growth management has played a certain role to control urban sprawl. And that has been widely concerned by foreign scholars. Since entering into the new century, China's urban space is expanding frantically at an unprecedented rate,showing the situation that a city spheres expands as the regional construction space is spreading disorderly. So controlling the spread of urban even the regional space becomes an important task that two types of social construction needs to be addressed. New version of"approach to urban planning"requests that the urban master planning must define urban space growth boundary. Urban Space Growth Boundary" formally enters into the vision of academic research and urban planning practice and exploration. However,"approach to urban planning"does not give standard answers to the questions about"what is USGB, what is their role and how to play and so on".This thesis introduces the background of urban space growth management generation, the historical development and the policy tools as a starting point, systematically discusses the main policy tools -the basic concept of urban space growth boundary, mechanism and the establishment of model and so on. This thesis also describes the instance of American unban development and sum up experience and lessons during that development. Based on that study, this thesis induces and analyzes the domestic present measure of urban space growth boundary management, describes existed problems,combines with characteristics of the subject and object of the domestic urban spread and discuss the basic problems about the measures of China's urban space growth boundary management. These mainly include the following aspects:First,the legal basis of USGB which establishes the legal status of USGB from the legislative view, and builds a sound planning system as the implemented platform of USGB;Second,the composing content and management procedures that the composing contents should include three parts ,that are the ultimate USGB,stage USGB and recent USGB. It should follow the urban and rural,regional coordination and departmental principles so as to make the appropriate formulation and adjustment.Third, the safeguard mechanism of USGB which mainly includes reform of land acquisition system and the use of relevant policies and so on.
