In recent years,China’s transportation industry has developed rapidly.As of December 2018,China’s total expressway mileage has exceeded 140,000 kilometers,ranking first in the world.In order to ensure the efficient and safe operation of expressway,road administration work is indispensable.Performance appraisal,as an important means to motivate employees,plays a great role in promoting the work of road administrators.At present,there are still many shortcomings in the performance appraisal of road administrators in China,which have a negative impact on the development of road administration law enforcement and the improvement of expressway management level.Therefore,according to the actual situation of highway performance appraisal reform,can enhance the enthusiasm of highway law enforcement personnel,promote the development of highway law enforcement work,improve highway management level.It is a very important work for the development of China’s transportation industry.In this paper,Shaanxi Transportation Construction Group Expressway law enforcement officers as the main body of the study,aiming at the shortcomings of the current performance appraisal of highway law enforcement officers,theoretical research,field research,questionnaire survey,find out the reasons for the problems,study the relevant performance appraisal theory,especially the KPI-based performance appraisal method,analyze and study the specific problems.An optimization scheme of performance appraisal is put forward,and the scheme is tested and investigated.Finally,in order to implement the optimization scheme,relevant safeguards are formulated.The research content of this paper can be applied to the performance appraisal of highway law enforcement personnel in Shaanxi Province,improve the performance appraisal effect,promote the improvement of the work level of highway law enforcement personnel,and also can be popularized and applied according to the actual situation,so as to contribute to the improvement of highway management level in China.
