The development of power equipment maintenance is not just the development of maintenance technique,but also the accumulation of maintenance management and maintenance experience.The maintenance of power system is developing to be informational,intelligent and digital efficiency.The traditional planned maintenance method has the problem of poor economy and the personnel and material investment is not scientific,so it cannot meet the developing needs of modern power system.The advantages in condition based maintenance of relay protection is becoming increasingly obvious and is used widely and taking the place of traditional maintenance method.The process of condition based maintenance of relay protection includes information collection,condition evaluation,maintenance decision,maintenance plan,maintenance implementation and performance evaluation.This paper proposed the index system of condition evaluation and how to build the condition evaluation model base on the operation data of relay protection equipment and long-term operation and maintenance experience.The design based on the request and standards of each section and the present Grid Production Management System(GPMS)and Outage Management System(OMS)has accomplished the relay protection state maintenance decision application system,and the design based on the practical needs of work in equipment operation and maintenance has accomplished the advanced application of Condition Based Maintenance System(CBMS).Aiming at the theoretical limitation and the disadvantages in practical application of information collection and condition evaluation in relay protection state maintenance,relying on the analysis of basic data in practical application from GPMS system and CBMS system,using Single parameter exponential distribution function to describe the breakdown rate of electronic components,this paper optimized data collection method of temperature and humidity in operation environment in information collection and updated the value calculation of second tripping circuit failure rate and evaluation curve of equipment operation life in aging coefficient.It proposed a new evaluation formula of equipment aging coefficient through the corresponding relation of equipment operation temperature and aging coefficient in evaluation of related condition.This paper proposed an optimized implementation system for condition based maintenance of relay protection based on the present condition based maintenance work of Fujian province electric power company.Combining the needs and disadvantages in practical application of equipment operation and condition based of relay protection in Fujian power system,this paper added the data application function of condition based maintenance in GPMS system and it has proved the practicability of decision application system in condition based maintenance of relay protection based on the application of GPMS and CBMS in condition based maintenance of relay protection.It has also allocated the maintenance resources reasonably to save the personnel and material cost.By applying the optimized system in practical maintenance work and relying on CBMS and effect comparison of equipment operation status before and after the optimization,it has proved the efficiency of the optimized system and has theoretical significance and engineering value for practical condition based maintenance work.
