Due to the impact of human activities,river pollution,black and smelly,ecological damage and other problems are becoming more and more serious,the degradation of river ecosystem,not only produces the river ecological crisis,but also affects the river social function.In December 2016,the general offices of the CPC central committee and the state council issued the opinions on comprehensively implementing the river chief system.In his report to the 19 th national congress of the communist party of China(CPC),general secretary xi jinping listed environmental protection and ecological progress as a new strategic height of the country,saying that "clear waters and green mountains are mountains of gold and silver".In this context,China's social and ecological development should strengthen the environmental pollution consolidation,continue to strengthen the prevention and treatment of water pollution,effectively protect safe water resources,and prevent the expansion of water pollution areas.Based on the concept of green development,this paper mainly conducts the following research:(1)Build a river health value measurement systemHealthy river is the guarantee of human economic development,but considering the need of river life sustainable operation,we must consider the river itself,social economy,river ecological environment and other aspects of the status and its internal relationship.In this paper,DPSIR model is applied and environmental accounting theory is combined to build a river health value measurement index system,which includes three levels of target layer,criterion layer and factor layer,and 23 measurement indexes.The indexes are measured by extension matterelement method,entropy weight method and analytic hierarchy process(ahp).(2)Conduct case study based on the established systemTaking qingtong river in chizhou city as the research object,based on the field investigation,the foreseeable problems of the river itself and the river ecological environment were analyzed.The standardized grading of river data was carried out by means of questionnaire survey,and the weights were determined by the combination of subjective and objective methods of analytic hierarchy process(ahp)and entropy weight method.Through the example application,the system established in this paper is applicable to the river health value measurement in qingyang county.By applying case data found that county as a mainly on tourism development,economy is relatively backward ecological scenic area,the area of river green tong river health value quantity is higher,river ecosystem stability and service function,but the driving force and pressure measuring value is lower,the backward economy and population has become a potential source of river health life pressure and threats,in line with the characteristics of the current green tong river.(3)Put forward strategies to enhance river health valueGuided by problems and needs,with the improvement of river health value as the standard,the established index system as the reference,based on the full consideration of the relationship between the indicators,the author proposes the strategy of river health value improvement for the selected region based on case analysis.Based on the generalized river health theory,this study establishes a river health value system that can reflect the internal relationship,provides an effective evaluation system for the measurement of river health value in the economically backward areas with the development of tourism as the main part,and also provides a scientific assessment method for the development of river chief system.
