| Good ecological environment is the most fair public product,is the pratt and whitney well-being of the people’s livelihood,ecological civilization construction and environmental protection,and the problems faced is the bottleneck of sustainable economic and social development constraints,in 2007 the first mention of ecological civilization,the 17th CPC party since the eighteenth big promote the building of ecological civilization,strive to build a beautiful China,The 14th Five-Year Plan(2021)and the government work Report(2022)both set out to intensify the battle against pollution and strengthen coordinated regional governance.This concerns the well-being of the people,the future of the Chinese nation,and the realization of the"Two Centenary Goals"and the Chinese Dream of national rejuvenation.In this context,it is of great significance for environmental improvement,healthy life and economic development to study the health cost assessment,control and allocation strategies caused by PM2.5pollution in 74 key cities.In this paper,the spatial and temporal characteristics of PM2.5pollution in 74 major cities were analyzed,the economic cost of human health loss was estimated and evaluated,and the horizontal and vertical coordinated control strategy was proposed.First concept to define the content of the research,this paper introduces relevant theoretical basis and cost estimation method,and then collected and analyzed the current situation of the 74 key urban air pollution and the regional space-time change law of health cost accounting model is then used to the health of 74 key cities effect and health costs for measuring and evaluation,Finally,the strategy of horizontal and vertical coordinated control and allocation of health costs caused by PM2.5 pollution is proposed.The main research contents of this paper are as follows:(1)Define and clarify concepts and theories related to PM2.5 pollution,health cost,health cost assessment and collaborative governance,including air pollution control theory,health cost allocation theory and collaborative governance theory;(2)The temporal variation trend and spatial distribution characteristics of PM2.5pollution,as well as the causes of pollution,were analyzed in the study area,namely,North China,Central China,Central China,Northeast China,South China,Southwest China and northwest China.The temporal variation trend is as follows:PM2.5 pollution in the seven regions has the same variation trend over time,with low pollution in summer(June-August)and high pollution in winter(December-February),and a trend of gradual improvement from 2014 to 2020.(3)A health cost accounting model was established to measure and evaluate the health effects and health costs of 74 key cities in seven regions.The results showed that the health effect and health cost were higher in North China,central China and northeast China,and lower in South China.(4)Based on the spatial and temporal characteristics of PM2.5 pollution and the calculation results of health costs,from the perspective of coordination theory and combined with SWOT analysis of each region,the health cost control and allocation strategies of horizontal coordination and vertical coordination were proposed,and the government-led health cost allocation model and government-public health cost allocation model were established. |
