| Petrol and natural gas are important strategic national resources,which not only concern the development of society and national economy,but also maintain the national security.The oil and gas industry as a pillar industry of national economy,nowadays,its management gets into trouble because of the rapid development of global economy,the fierce market competition,as well as the influence of energy structure and consumption upgrading.Therefore,it’s urgent for petroleum enterprises to accelerate theirs sustainable development.To realize the business strategy and improve the management status,this certainly will need to convert talent advantage to manage and technology advantages,it is necessary to use advanced performance management to improve organizational performance and individual performance,to ensure the realization of enterprise strategic target.This paper takes China Petroleum Products Sales GM Company as an example,focusing on its middle management on the basis of the practices of performance management.According to the defects and deficiencies which exist in the practice of performance management in its middle managers,it is necessary to optimize and consummate.First of all,based on the performance management in original middle managers of GM Company,this paper analyzes the present situation of its performance management in middle management through actual research and data collection,and points out the problems existing in the current performance management work of GM company,such as: incomplete assessment index,unscientific evaluation method,nonstandard assessment process,unmatched job analysis and practical work,etc.Secondly,the performance management of middle managers is optimized according to certain steps.On the basis of the actual situation of GM Company,the paper expounds that how to design performance assessment indicators.For performance indicators,taking the quantitative indicators as the principal thing and adopting the key performance indicator assessment method.As for non-performance indicators,taking the descriptive indicators as the principal thing and describing the the work flow of performance assessment.Finally,some safeguard measures are put forward to ensure that the method of performance appraisal of middle managers can be carried out smoothly.It is very necessary to establish the quantitative assessment of middle managers based on comprehensive performance and the qualitative assessment focusing on ability and attitude,which is of greatpractical significance to energy sales terminal enterprises.The paper researches and designs performance assessment,evaluation index,weight distribution,and score calculation method,all of these have practical significance in further development of performance management of GM Company.Moreover,to other state-owned enterprises especially for large state-owned enterprise,they have the reference value. |
