Research On Comprehensive Treatment Strategy Of Water Environment In Licang District, Qingdao City

The report of the 19 th National Congress of the Communist Party of China point out that we should accelerate the reform of ecological system and build a Beautiful China.This is an important embodiment of general secretary Xi Jinping's idea of "Lucid waters and lush mountains are invaluable assets” in the party's resolution.It is to take “The construction of ecological civilization is a millennium plan for the sustainable development of the Chinese nation” and “Treat the ecological environment like life”,which are people's desire for a better life as the concrete guidance for the party and country's next step.In the 19 th CPC report,“Ensuring harmony between human and nature” was written into the basic strategy of socialism with Chinese characteristics in the new era,requiring us to make more efforts in the ecological environment,especially in the water environment,which is an important natural element directly related to the national economic development and people's living conditions.We need to reach our ultimate goal of “smooth river,clear water,green bank and beautiful scenery” by carrying out systematic research across disciplines,industries and sectors,changing the disconnection of engineering management and maintenance management,the separation of industry management law enforcement regulation,coordinating the relationship among party,government,enterprises and the society,establishing effective management system and mechanism,introducing advanced technology,and combining Opinion on Comprehensively Promoting the River Chief System.By actively referring to relevant theories of public management and using Qingdao Licang District as an example to understand the current situation of water environment in urban district level area,this article finds out the water environment problems that urban district level areas are facing,discuss the reasons of these problems,analyzing practical measures and offering reasonable suggestions on the governance of water environment,and thus providing other similar urban district level areas with valuable experiences mainly from the perspectives of relevant laws and regulations,the River Chief System,Sponge City,environmental engineering,water conservancy,city water supply and drainage,and urban comprehensive management.Using the methods of literature retrieval and induction,comprehensive analysis,survey and statistical analysis,and combining several typical cases of water environment management at home and abroad,this article summarizes that we need to improve the overall operation model of water environment comprehensive treatment from the aspects of “policies and law regulations”,“system and mechanism”,“theory and technology”,“propaganda” and so on.This article gives some suggestions: Further streamline the functions and powers of water and environmental management departments in line with the reform of central government agencies and changes in their functions;Improve the long-term plan for comprehensive treatment of the water environment and establish a long-term mechanism for combining management with control;Conduct scientific and effective specific management measures combining local economy development;Combined with the comprehensive management work,actively cultivate interdisciplinary comprehensive management personnel;Referring to the sponge city construction and assessment related methods,further explore the improvement of water environment comprehensive management performance assessment methods.The study of this paper is of great significance to promote the continuous improvement of the comprehensive treatment of water environment in urban built-up areas in China.
