| Due to the irrational use of water resources in the past,the current water environmental problems in China have become increasingly prominent.The destruction of water environment ecosystems has even directly affect the basic living of the residents.Therefore,water environment governance is urgently desired.China has proposed the deployment of ecological civilization as a strategic plan.It advocated the concept of green environment development,and adopted the concept of “rehabilitating rivers and lakes” as an eco-environmental protection concept.It calls for the effective strengthening of water environment governance to ensure national water security.However,the traditional model dominated by local government has lots of disadvantages,such as the shortage of government funds,excessive debt pressure,lacking of professional skills,and low management efficiency.Therefore,the introduction of a new governance model has become a major breakthrough for water environment governance in China.Public-Private-Partnership(PPP)model as a new governance model for the current water environment management has opened up new ideas.The PPP model is a form of cooperation,which provides public goods and services by means of the government and social capital.It has the characteristics of sharing benefits and risks.The PPP model applied to the comprehensive management of water environment has lots of advantages.On the one hand,it can relieve the government financial pressure,introduce social capital,and reasonably solve the project financing problem.On the other hand,it can improve the efficiency of governance,and give full play to the relative advantages of professional and technical level of operation and management of social capital in water environment management.It also can assign risks and define the boundaries of responsibility.In order to expedite the implementation of the PPP model in water environment governance,the "Opinions on the Implementation of the Government and Social Capital Cooperation in Promoting Water Pollution Prevention and Control"(Caijian [2015] No.90)has been jointly issued by the Ministry of Finance and the EPA.It emphasizes that the PPP model is necessary to apply to the comprehensive management of water environment,including introducing social capital,improving the efficiency of governance,reducing the risk of government governance,unified planning and overall governance.Therefore,it is necessary and feasible for PPP model to be applied to the comprehensive management of water environment.In this paper,we selected the eco-environmental protection project of Zhelin Lake in Jiujiang City as a typical case study.The first two chapters mainly summarize the main problems and research directions for PPP applications at home and abroad,then introduce the related theories of PPP mode,including the definition,specific classification and application range of PPP model,which provides theoretical support for the analysis of the following chapters.The third chapter introduces the current situation of water environment comprehensive management and the feasibility analysis of introducing PPP mode.The fourth chapter is the case analysis,its first section introduces the case,including the basic situation,background,purpose,each partner,etc.The second section reviews and analyzes the operating model,transaction structure,capital structure and return mechanism of the project.In addition,it analyzes the specific benefits and risks as introducing the PPP model into the project,and it also confirms the feasibility.The third section is a case study.The fifth chapter gives the conclusions and outlook. |
