Govern "neighbor Avoidance"

At present the process of urbanization in China is accelerating,the size of population is expanding rapidly,and the output of garbage is also increasing rapidly.Therefore,there is a growing demand for the establishment of such public facilities and the improvement of the quality of public services.At the same time,people are aware that such public facilities can bring negative externalities to their surroundings,health and economy,and that the results of their construction are shared by the whole society,and that the costs and benefits are unbalanced,Led people to put forward the"do not build in my backyard" appeal,that is,"neighborhood".In recent years,with the increase in the number of refuse incinerators built in neighborhood projects,the public and the government The frequent neighborhood conflict between the two is a test of the government's ability to govern.This paper combs the current research situation of "neighborhood avoidance"and its management at home and abroad,and probes into and analyzes the"neighborhood avoidance" at macro and micro level from the actual situation of our country's current neighbor avoidance problem.At the macro level,this paper defines the related concepts of neighborhood avoidance,analyzes the essence and characteristics of the neighborhood avoidance effect,and sums up the reasons for the difficulties in domestic governance.At the micro level,taking the waste incineration project as an example,this paper summarizes the current situation of solving the neighbor avoidance effect by the domestic governments,and emphatically analyzes two typical cases of the waste incineration project in Nanjing Liuhe District and the waste Incineration Project in Panyu District,Guangzhou.Using the horizontal contrast analysis method,this paper analyzes the multi-force and multi-factor game process in the two cases with the clue of how the action strategy adopted by the government affects the progress of the event.From the final results,the paper summarizes the four factors that influence the government how to solve the neighborhood problem:first,regional differences;The second is the government leadership's work style;the third is the media's attention;the fourth is the participation of activists in the neighborhood conflict.Therefore,in view of the current situation and dilemma of the government's governance of its neighbors,this paper puts forward four specific policy suggestions from the core elements of the governance theory:first,to improve the transparency and responsiveness of the government's work,and to put forward four specific policy suggestions:first,improve the transparency and responsiveness of government work;To ensure the public's right to know the decision-making of the government,to accept the public's supervision and answer the public's doubts,so that the public can participate in the whole process of the decision-making;Second,from the economic compensation mechanism,ecological and environmental damage compensation mechanism,legal relief mechanism to improve the management of neighboring conflict management system design,so that the management of neighboring avoidance legalization;Third,to improve the fairness and integrity of neighbor avoidance projects in the stages of site selection,planning,construction and operation Fourth,give full play to the effectiveness of pluralistic participation and build an equal participation platform for the govemment,social organizations and the public.
