Research On The Rule Of Law In The Construction Of My Country's Environmental Credit System

This paper analyzes the existing problems in the construction of environmental protection credit system in China by studying the laws and regulations in the field of environmental protection credit,combining with the practice of local law enforcement and legal supervision,and puts forward some countermeasures and suggestions to provide theoretical analysis for the construction of the legal system of environmental protection credit in China.This paper expounds the overall situation of legalization of environmental protection credit system,sorts out and defines the basic concepts of environmental credit,and explains the necessity and practical significance of legalization of environmental credit.The paper expounds the four basic principles that need to be followed in the construction of environmental credit system,and proposes a pattern of multi-subject participation and co-governance in the construction of environmental credit system,that is,government-led,enterprise-oriented,social organizations and the public to supervise,and third-party intermediaries to provide services.This paper makes a theoretical analysis of the construction of environmental credit system from six aspects,which lays the theoretical foundation of the whole article.The paper clarifies the current challenges of the legal construction of environmental credit system: lack of legislation in the field of environmental credit,insufficient collection and sharing of environmental credit information,imperfect evaluation mechanism of enterprise environmental credit,weak incentive and punishment mechanism of environmental trustworthiness,immature third-party environmental protection credit service mechanism,and puts forward some suggestions.Efforts should be made to strengthen legislation in the field of environmental credit,strengthen publicity and sharing of environmental credit information,improve enterprise environmental credit evaluation mechanism,optimize incentive and punishment mechanism of environmental trustworthiness,and construct third-party environmental protection credit service and public participation mechanism.
