With the rapid development of China's economy,the problem of environmental pollution has become increasingly prominent.In recent years,air pollution control has become a topic of great concern to the community.To improve air quality and control air pollution has become an important goal of environmental regulation.Environmental regulation includes formal environmental regulation with government-led as the main feature,and informal environmental regulation characterized by voluntary public guidance.How to recognize the effects and effects of the two types of environmental regulation in improving environmental quality is an environmental regulation study.And important issues of policy practice concern.The main concern of this paper is how to correctly understand the effects of formal environmental regulations in the combination of theory and empirical evidence,especially regarding the effect of informal environmental regulation on the effectiveness of formal environmental regulation policies.From a theoretical point of view,the characteristics of the two types of environmental regulation are compared and analyzed.The influencing factors and transmission mechanisms of environmental regulation are studied.On the basis of theoretical analysis,the effects of formal environmental regulation policies and the relationship between two types of environmental regulation are proposed.The basic judgments are then applied at the provincial level in China to empirically test the relevant judgments.Based on the empirical results,relevant policy recommendations are proposed.The first chapter as the introduction of the paper,first introduced the background of the topic of the thesis,summarized the current atmospheric pollution problems and governance situation in China,and proposed several major causes of atmospheric pollution,and proposed the purpose and practical significance of this article.The research method and content framework of this article are also put forward,and on this basis,the innovation of this paper is put forward.The second chapter,as a concept definition and literature review,first proposed the concept of environmental regulation,proposed the connotation of environmental regulation,and combed the development stage of the concept of environmental regulation.Then from the perspective of formal and informal environmental regulation,the research results of past scholars were combed.First,we reviewed the relevant research results of formal environmental regulations,mainly starting from formal environmental regulatory tools,the impact of formal environmental regulation on the industrial structure,and formal environmental regulation failure.Then he reviewed the relevant research results of informal environmental regulation,mainly from the definition,comparison and integration of formal environmental regulations,informal environmental regulations,public opinion supervision,cultural psychology and corporate information disclosure,social factors and environment such as income,age,and population density.The three aspects of the pollution relationship are unfolding.The third chapter is the theoretical analysis and transmission mechanism.Firstly,according to the actual situation in China,the current situation of China's environmental regulation on atmospheric pollution is described.Then based on the theory of externality,Pigouvian tax theory and Coase's property rights theorem,the paper analyzes the transmission mechanism of environmental regulation on the influencing factors of air pollution control,and explores the mechanism through which environmental regulation affects air pollution control.Finally,the relevant influencing factors and their characteristics are summarized:Formal environmental regulation mainly reduces atmospheric environmental pollution by increasing corporate pollution control costs.Informal environmental regulation is more complicated,and income,education,population density,age structure and other factors will change within the region.Population resources participate in the awareness of environmental regulation.Finally,the assumptions of this paper are put forward from the three aspects of formal regulation,informal regulation and the relationship between them.Through the description of the current situation,the analysis of the theory,and the hypothesis,it provides a sufficient theoretical basis for empirical research.In terms of empirical research,this paper uses China's national conditions as a background,adopts panel data of 30 provinces(cities,districts)in 2003-2015,and comprehensively uses a variety of indicators to reflect the intensity of environmental regulation,and analyzes the effects of two environmental regulations affecting air pollution control.Based on the analysis of the mechanism and role,and on the basis of this analysis,we propose the path selection for air pollution control.After analyzing the results of the research,it is not difficult to see that formal environmental regulations can improve the cost and investment of pollution control in enterprises,and can significantly improve air quality in the short term.However,in the long run,formal environmental regulations have a weak influence on air pollution control.Research on informal environmental regulation found that the higher the level of income is,the better the regional air pollution control effect is.The higher the population density is,the more serious the air pollution is.The more highly educated areas,the better the effect of air pollution control.On the whole,the impact of long-term informal environmental regulations on air pollution control is more pronounced than formal environmental regulations.In addition,there is a positive interaction between the formal environmental regulation of the region and the level of education.Formal environmental regulations have made the level of education more significant and clearer to the air quality.Therefore,in the actual treatment of atmospheric pollution,the role of informal environmental regulation cannot be ignored.While strengthening formal environmental regulations,the government should comprehensively use various means to raise people's awareness of voluntary participation in environmental regulation.The government must improve formal environmental regulations,use administrative and legal means to strengthen environmental regulations,establish inter-regional regulatory mechanisms for linkages,and at the same time strengthen supervision of pollution emissions,give full play to the public's regulatory role,and strictly enforce the law;Measures to strengthen environmental regulations,air pollution prevention and control in addition to legislative and administrative measures,but also need to use various economic instruments to intervene.Finally,the masses also need to strengthen the voluntary restraint of informal environmental regulations and jointly safeguard the harmonious development of the ecological environment.
