In 1982,Pawlak proposed rough set theory,which is a mathematical tool to deal with inconsistent and inaccurate information.This provides a new theory and method for the in-depth study of uncertainty multi-attribute decision-making problems.However,due to the complexity and uncertainty of the actual emergency decision-making,the decision-making information usually has the characteristics of ambiguity,hesitation and uncertainty,and it is difficult to give accurate data.In 1998 Smarandache first proposed the concept of the neutrosophic set.The neutro-sophic set generalizes concepts of traditional sets?fuzzy sets?interval-valued fuzzy sets and intuitionistic fuzzy sets,and is more general and extensive.Although the neutrosophic set generalizes the above-mentioned fuzzy sets,intuitionistic fuzzy sets and other concepts,it is still difficult to apply to the real science and engineering fields.Wang and Smarandache and other scholars gave the concept of single valued neutrosophic sets in 2005.The single valued neutrosophic set has been widely stud-ied by many scholars.In order to facilitate the application of neutrosophic sets in practical problems,Yang et al.proposed the concept of single valued neutrosophic rough set.In order to make the single valued neutrosophic rough set have a wider application,this article has promoted him.In the first part,the topological prop-erties of single valued neutrosophic rough sets are studied.In addition,because the traditional single valued neutrosophic rough set is based on a universe of discourse and has limitations in many decision-making environments,the second part of this paper extends a single valued neutrosophic rough set on a universe of discourse to two different universes.
