A Research On Characteristics And Impact Factors Of Electronic Information Technology Industry Transferring Periodically In China

As one of new strategic industries in China,the development of electronic information technology industry has obvious characteristics of high-tech industrial transfer.The electronic information technology industry has experienced four times of international industrial transfer: It was raised in the Silicon Valley,and then transferred to developed countries such as Japan and Germany;The third industrial transfer undertaking places are the Four Asian Tigers.When it comes to the 1990 s,electronic information technology industry in the coastal area has been transferred to the southeast coastal area.After the reform and open policy was put into practice,China has developed rapidly.The uneven regional endowment and economic,lead to significant prices difference of production factors in different regions.Because of the differences in labor,land,policies of different regions,and with the development of southwest coast,the industry has begun to transfer to the middle-west area of our country.Under this background,two key problems are proposed: 1.What is the main characteristic of periodic industrial transfer for electronic information technology? 2.What are the factors that affects electronic information technology industry? To what extent does the various factors affect the transfer of electronic information technology industry.Firstly,this paper analyzes the international transfer of electric information technol ogy industry,and obtains spatial path of China's electric information technology industry by calculating the regional center of gravity.Then it adopts EG index and the results show that,our country's electric information technology industry has obvious transfer characteristic and evolutionary path of electronic information technology industry transfer is obtained.Secondly,this paper summarizes the parallel transfer,dynamic balance transfer,and agglomeration transfer characteristic of multiple routes in the inter regional transfer of China's electronic information technology industry and makes a qualitative description using specific cases.The research on the evolutionary path reflects the periodicity of the transfer of electronic information technology industry.Finally,this paper studies the impact factors of the transfer of electronic information technology industry.On one hand,this paper analyzes the impact factors of electronic information technology industry transferring;On the other hand,through the establishment of the panel data measurement model and the spatial panel measurement model,it empirically analyzes the impact factors of the transfer of the inter regional electronic information technology industry in China.The results show that labor cost,technical differences,scientific research intensity,traffic convenience,opening degree,government policy and other factors have different degree of influences on the transfer of electronic information technology industry,and different factors have spatial spillover effects in different degrees.Based on the results of the research,this paper puts forward the corresponding suggestions on polices: Follow the basic rules to attract more multiple-regional industrial transfer;Emphasize the combination of governmental power and market power,and construct the undertaking environment for industrial transfer;Strengthen the interaction between the turn-out region and turn-in region,and actively promote industrial reconstruction of the two regions;Prevent the risks of industrial transfer and enhance the self-innovation ability of industry.
